Custom software for small Sydney businesses: where our A$9,800 band starts against Sydney’s A$20k floors

Bespoke software and custom software mean the same thing: a system written for one business instead of rented by the seat. Published Sydney floors suit funded start-ups and large organisations, yet at 30 June 2025 the ABS counted 183,980 Greater Sydney businesses with 1–4 staff and 48,561 with 5–19. Below are three example scopes, listed from smallest to largest, to show what moves a quote up our band.

  • Scope A: one spreadsheet becomes a web app

    Example only, not a client project. A Sydney trade business keeps its quote register in a shared spreadsheet that four people edit, that breaks when someone sorts a column, and that gets retyped into invoices each week. Phase one rebuilds it as a web app with two user roles (office and estimator), logins, a proper database and a CSV export, with no third-party integrations. Staff stop retyping quotes and stop fixing broken sorts. This is the smallest kind of scope we price, and it comes back as one AUD figure inside the A$9,800–A$98,000 band with a timeline inside 6–16 weeks.

  • Scope B: the same app, plus an accounting sync

    Add a Xero or MYOB connection so accepted quotes become draft invoices, and the price rises with the integration work, which is named in the scope or left out. Accounting connections have their own page: Xero and MYOB integration.

  • Scope C: a client portal

    Outside users change the brief: each client gets a login, a document checklist and status updates instead of email chains, with permissions so no client sees another's files. The ABS counted roughly 646,600 actively trading businesses across Greater Sydney (Central Coast included) at 30 June 2025, and 61.6% had no employees. Six industries hold over two-thirds of the total, by our sum. Each row shows a typical manual process in that industry and the smallest first phase worth paying for.

From Tech Central to Norwest: where Sydney’s software buyers sit

ABS counts by statistical area (SA4) put software buyers well beyond the CBD. We work with every district below by video call and WhatsApp.

  • City and Inner South, including Tech Central

    97,689 businesses, 20,643 in professional services and 15,367 in finance and insurance. Beside the Sydney CBD, Tech Central spans Surry Hills, Haymarket, Ultimo, Eveleigh, Chippendale and Camperdown: over 100,000 workers in 4,300 businesses, with Atlassian's headquarters due in 2027. Our inference: agencies here compete with those employers for developers, so expect CBD quotes near the top of Cipher's Sydney band.

  • North Sydney and Hornsby

    61,627 businesses, 14,751 of them in professional services. A client portal is a common brief for firms like these: one login per client, a document checklist and status updates instead of email chains.

  • Parramatta

    64,403 businesses. Cipher's Parramatta bands run about 2–5% under its Sydney bands, by our calculation: A$190–240 an hour for a senior, against A$195–250. Our bands are the same in Parramatta as in the CBD.

  • Ryde and Macquarie Park

    23,632 businesses in the Ryde SA4, which includes the Macquarie Park corporate precinct. Whatever your district, list every system the software must connect to in the brief, because each integration is priced in the scope.

  • Norwest, Bella Vista and Blacktown

Accountant, lawyer, conveyancer or agent? What 1 July 2026 means before client data goes to any developer

This is general information, not legal advice.

  • AUSTRAC’s new reporting entities

    From 1 July 2026, AUSTRAC regulates lawyers, conveyancers, accountants, real estate professionals and trust and company service providers for certain designated services. For most businesses the Privacy Act's small-business threshold is A$3 million turnover, but the OAIC lists health service providers and AML/CTF reporting entities among those covered regardless of turnover; for a small reporting entity, that coverage applies to the personal information it handles for AML/CTF purposes. A three-person conveyancing practice in Parramatta or a small agency in Surry Hills may now be covered for that information.

  • APP 8 and s 16C when your developer is overseas

    APP 8.1 requires an APP entity to take reasonable steps, before disclosing personal information to an overseas recipient, so that the recipient does not breach the APPs. Section 16C then makes the entity accountable for that recipient's breaches, with some exceptions (OAIC APP guidelines, chapter 8). Our answer keeps real client data out of the build: development and testing on anonymised or test data, data-handling clauses in the contract, and a hosting region named in the contract rather than assumed.

  • NSW MVP Ventures: the NSW-activity rule

    MVP Ventures (grants of A$20,000–A$75,000) asks applicants to "undertake funded activities in NSW", so a founder planning to apply should confirm eligibility before engaging any offshore developer, us included. Is custom software cheaper in Melbourne than Sydney?
