Intracode publishes Australian rates by role (table below). Its table is still labelled 2025, so read it as a recent benchmark rather than this year's figure.

  • Hours times rate is not your budget

    A senior developer at A$200 an hour sounds precise, but the total depends on how many hours the scope needs. Two quotes at the same rate can be far apart because one includes data migration and testing and the other does not.

  • Fixed quote vs time and materials

    On time and materials you pay for every hour, so a slow decision or a missed requirement lands on your invoice. It suits open-ended or experimental work where nobody can pin the scope down. On a fixed quote the developer carries overruns on the agreed scope, which suits a clear phase 1. The middle path is phased fixed quotes: fix phase 1, learn from real use, then fix phase 2.

What to send for a fixed AUD quote, and how to compare quotes

Custom software vs SaaS vs hiring: the 3- and 5-year maths

SaaS is cheap to start but charges per user for as long as you use it. A custom build costs more upfront, then only running and change costs. A hire costs a salary every year. Here 20 users on three Salesforce plans are set against an in-house hire and two example builds.

  • Work out your own break-even

    Months to break even = build cost ÷ (monthly SaaS bill − monthly running cost). The running cost is hosting plus the yearly maintenance percentage of the build, divided by 12.

    Against 20 Pro Suite users (A$2,800 a month), the A$30,000 example costs A$615–740 a month to run and pays back in about 14–15 months. The A$60,000 agency example takes 31–46 months. Against Core, the A$30,000 build pays back in under 7 months.

  • When SaaS is the better buy

    Buy SaaS when you have fewer than about 10 users or a cheap per-seat plan, a standard process, or a need for the vendor's roadmap, support desk and integrations. The Starter row shows it: 20 users cost A$700 a month, about what the custom build costs to run, so the build pays back effectively never (decades).

  • When hiring in-house makes sense

    Conduct puts Australian junior developers at A$80,000–95,000 a year and seniors at A$180,000 and up, before super and recruitment. Hiring pays off when software is your product and you need someone full-time for years, not for one system.

Salesforce does not state whether its list prices include GST, and they leave out discounts and partner implementation fees, so a real rollout can cost more. A custom system covers your workflows, not Salesforce's whole feature set. The A$30,000 build is an example, not a quote: send your user count on WhatsApp and we run the sum with your real numbers.

Who owns the code: copyright, assignment and handover

Paying for software does not by itself make you its copyright owner. This is general information, not legal advice: ask your lawyer to check the IP clause before you sign.

  • The default: the developer owns what it writes

    Under the Copyright Act 1968, a contractor engaged under a contract for services generally owns the copyright in code it writes unless the contract assigns or licenses it to you. A licence, written or implied, lets you use the code; it does not make it yours.

  • Section 196(3): in writing and signed

    An assignment of copyright has no effect unless it is in writing and signed by or on behalf of the assignor, which here is the developer. An email saying 'the code is yours' is not enough. The clause should cover code, designs and documentation, and say when ownership passes, such as on final payment.

  • Five things to collect at handover

Does custom software qualify for the R&D Tax Incentive?

For most business systems, probably not, especially when built overseas. This follows ATO and business.gov.au guidance; check with a registered tax agent, as we do not give tax advice.

  • The current offset and minimum spend

    For companies with aggregated turnover under A$20 million, the refundable tax offset equals the company tax rate plus an 18.5% premium. You need at least A$20,000 of notional R&D deductions to claim it. That threshold does not apply if you use a registered research service provider to do the R&D or contribute to the Cooperative Research Centres Program.

  • Two exclusions that catch most business software

    Software built for the dominant purpose of internal administration (your own business functions) is excluded from core R&D; today it can only qualify as a supporting activity directly related to core R&D and done mainly to support it. Under the 2028 proposal, supporting activities would no longer qualify. Separately, costs for R&D done outside Australia can be claimed only once you have a positive Overseas Finding in place. We are based in India, so that covers anything we build for you.

  • Announced changes from 1 July 2028

    business.gov.au says the 2026-27 Budget changes start on 1 July 2028. They are not yet legislated and may change after consultation.

What is bespoke software development?

Bespoke software development means building software for one business's own workflow, so the business owns it instead of renting someone else's product. It is the same thing as custom software. Off-the-shelf tools are sold unchanged to many buyers, and configurable SaaS lets you adjust settings while the vendor keeps the product and its roadmap.

How much does custom software development cost per hour in Australia?

Intracode's role table, labelled 2025, has senior developers at A$180–250, and Conduct lists small and medium agencies at A$123–330 and large agencies at A$330–495. A rate alone does not give you a total, because the hours depend on scope. Is custom software better than off-the-shelf software?

It depends on users, process and time horizon. Who owns the source code when you pay a developer in Australia?

Usually the developer, by default. On an A$40,000 build, that is roughly A$6,000–12,000 more upfront. Start with one feature that saves measurable time, such as drafting replies or summarising notes. Is it cheaper to have custom software built offshore?

On price, usually. A custom CRM that, by our reading, sits in Expeed's A$40,000–A$150,000 mid band at an Australian firm is A$4,900–A$35,000 from us. The trade-off is fewer shared hours, between 1.5 and 4.5 a day depending on your city, and no site visits. Protect yourself the same way with any supplier: a written scope, a signed IP assignment, staging access and payments tied to tested milestones.
