Overview

We build websites, online stores, web apps, mobile apps and CRMs for companies in all seven emirates, in English, Arabic or both. You sign with Codingclave Development LLP, an Indian firm, and there is no UAE entity behind it. Your domain, hosting, code and app-store accounts are opened in your company's name. Message us on WhatsApp, Monday to Saturday, 08:30–17:30 GST.

Quick answer

Can a company outside the UAE build my website or app, and what changes for my business if it does?

Yes, and you need no UAE licence to hire one. Three things change. You contract with a foreign company, in our case an Indian LLP. The invoice carries no UAE VAT and no TRN, so a VAT-registered business usually accounts for the VAT itself under the reverse charge (confirm with your tax adviser). And every account the project runs on has to sit in your company's legal name, because Apple, Google and your gateway check it against your licence. Contact runs on WhatsApp, email and video, Saturday included.

  • Withholding tax on the payment: 0%.
  • Not registered or required to register? No VAT entry.
  • Apple will not enrol a branch or a trade name.
  • What stays the same: every login is yours at handover.

Who signs your contract

We have no Dubai address, so this comes before any price.

  • The company on your contract

I'm Ashish Sharma. I founded Codingclave Development LLP in Lucknow in 2017, and I still price every project and lead its delivery, so the person who quotes your build is the one answerable for it. Your contract and invoices are with the LLP in India. If you are weighing an Indian team at all, start with why Dubai firms outsource to India.

  • No Dubai office, and what that means for you

We have no UAE office, staff, trade licence or TRN. Nobody visits your premises, and our invoice is not a UAE tax invoice.

We can't apply for your licence, bank account or payment gateway either, because each one names your company as the applicant. What we can do is tell you what each asks for and build the pages a gateway reviews.

  • How you reach us

Start on WhatsApp, +91 92771 84741. Most questions get settled there. Anything you will want to point back to later, like the scope or a sign-off, goes by email, and calls run on a video meeting link.

Our 10:00–19:00 day in Lucknow is 08:30–17:30 Gulf Standard Time, Monday to Saturday. Neither country moves its clocks, so that holds in January and July. The hour-by-hour working day is on our hiring page.

  • Saturday and the UAE working week

Since 1 January 2022 the federal government has worked Monday to Thursday plus a Friday half day (Ius Laboris briefing). Private employers were not obliged to follow, so weeks vary by firm. If yours includes Saturday, so does ours.

  • Proof you can open yourself

4.9 on Google (76 reviews), 200+ projects since 2017 and Top Rated on Upwork. Read the reviews and open the projects on your phone before you message us.

Before you trust a ‘top 10’ list

The lists that rank for this search are not neutral. Semrush's Dubai web development list is headed 'TOP 15' and sorts by an 'Agency Score' it never explains. Its own note says firms tagged 'Active in United Arab Emirates' don't have a physical office in the area.

A list won't tell you who ends up holding your domain. These five checks will, and each takes a few minutes.

Five checks you can run on any web developer before you sign.
CheckHow to run itWhat should come back
Google reviewsSort the profile by newest, then read the lowest-rated reviews and how the firm repliedRecent reviews that describe actual work, not one-line praise
Live workAsk for three URLs and open them on your phone, in Arabic too if they built itSites still live on each client's own domain
.ae WHOISPick a .ae site from their portfolio and run a WHOIS lookup (whois.aeda.net.ae answers for .ae)The client's company as Registrant Contact Organisation, not the agency
App Store sellerOpen an app they list and read the seller line under its nameThe client's organisation, not the developer
Where the developers sitAsk for the city, and whether any of the build is subcontractedA straight answer that names a city

Run them on us too: our Google reviews and live projects are a click away, and the city is Lucknow. If a link is dead or a review reads oddly, ask us about it before you sign. Ask for three live projects on WhatsApp.

What our invoice means for your VAT return (October 2026)

Our invoice shows no UAE VAT and no TRN. If you are VAT-registered, the VAT moves into your own return: you record it as output tax and normally recover the same amount as input tax. Where input tax is recovered in full, buying from us adds no net VAT cost.

  • No self-invoice since 1 January 2026

Federal Decree-Law No. 16 of 2025 (Ministry of Finance, 3 December 2025) ended self-invoicing under the reverse charge, though the supporting documents must still be kept. The amendment also requires you to check that a supply is legitimate before deducting input tax, and lets the FTA deny input tax on a supply that is part of a tax-evasion arrangement. Keep the contract, our invoice and your proof of payment together.

  • Withholding tax is 0%

Under Article 45 of Federal Decree-Law No. 47 of 2022, withholding tax on UAE-sourced income of a non-resident with no permanent establishment in the UAE is 0%, so nothing is deducted when you pay us. The rate is set by Cabinet Decision, so it could change.

  • E-invoicing does not cover the import

The Ministry of Finance's Electronic Invoicing Guidelines (v1.1, 1 June 2026, section 10.5.1) say the import of Concerned Services is not subject to any e-invoicing requirements. Your own sales invoices are a separate matter, covered by the phased rollout in the same guidelines.

Reverse charge at the 5% standard rate. Article 48 of Federal Decree-Law No. 8 of 2017 (FTA Taxable Person Guide); self-invoicing removed from 1 January 2026 by Federal Decree-Law No. 16 of 2025.

Neither registered nor required to registerAED 17,000NoneNoneNone

Imports count towards the AED 375,000 mandatory registration threshold, so a business near that line should talk to its adviser before signing. This is how the rules read in October 2026. It isn't tax advice, so have your adviser confirm how they apply to you. One thing that keeps your records simple: we invoice in AED and your bank transfer goes into our AED account, so the figure you record for the reverse charge is already in dirhams.

Accounts that carry your company’s name, opened before we write code

Open every account in your company's legal name before the build starts, because two of them involve identity checks nobody can hurry. Store accounts (gateway, instalments, Shopify) are covered in our e-commerce cost guide.

  • Why a branch or trade name stalls Apple enrolment

If the name on your shopfront isn't the name on your licence, Apple will reject it. The enrolling organisation must be a legal entity, and its name becomes the App Store seller. Apple will not enrol a branch, so if your UAE licence is a branch of a foreign company, check with Apple which entity should enrol before you request the D-U-N-S Number.

Apple also turns away social media pages and websites with minimal content. So the website usually ships first.

  • Handover means every login

You get admin on the repository, the admin panels, DNS, hosting and both developer consoles, and nothing stays in our accounts. When you say so, we remove our access, and each account's user list shows it. Send your licence name on WhatsApp and I'll tell you which accounts to open first.

Seven checks in our bilingual QA pass for Arabic and English websites

We build Arabic and English websites and apps with right-to-left layouts, and they get a bilingual QA pass before launch. These are engineering checks on a built site. The design side belongs to our UI/UX design work for Dubai businesses.

What the bilingual QA pass checks, and what breaks without it.
CheckWhat breaks without it
Mirrored layoutArrows and progress bars must flip; logos and media controls must not. Miss one and a 'next' arrow points backwards.
Arabic font renderingA fallback font swaps in mid-sentence, and tight line height clips the diacritics.
NumeralsEach field needs one deliberate choice, Western (0–9) or Eastern Arabic, or one price shows two ways on a page.
Mixed-direction stringsAED prices, UAE mobile numbers and order codes inside an Arabic sentence scramble without bidi isolation.
FormsErrors show in one language only, Arabic names fail a Latin-only rule, and phone fields lose their left-to-right order.
Language tagsWithout lang (ar-AE, en-AE), dir and hreflang pairs, screen readers mispronounce the text and search shows the wrong language.
Emails and PDFsWithout the Arabic font embedded, customers see empty boxes where the letters should be.

Translation is a separate job from this pass. Who writes the Arabic copy is one of the points the written scope settles (step 3 below).

What has to be approved before we can connect it

For online stores we build the pages gateways expect, from refunds and delivery to terms and contact details, and before you apply I point out the ones each provider checks; the order of licence, bank and gateway is in the e-commerce cost guide. Then, ahead of handover, we put one real order through the live checkout with you. No live test order, no handover.

One price in every emirate, from Al Ain to Umm Al Quwain

Nothing about our price or process changes between Dubai and Al Ain. The licensing authority does, and the way it spells your company's name is the one every gateway and app store will check.

  • Website development in Al Ain

Al Ain is a city in the Emirate of Abu Dhabi, so an Al Ain business is licensed through Abu Dhabi's bodies, with ADRA handling registration since January 2025. The bands and process are the ones on this page. I ask an Al Ain client for the licence first, because the English and Arabic names on it decide how the domain, gateway and app accounts are opened.

  • Web design in Ras Al Khaimah

A RAKEZ licence is valid for one year from issue, so check the expiry date before a gateway or Apple reviews it. If you trade on the mainland through the DED's 'Branch of a Free Zone Company' licence, remember that Apple will not enrol a branch, and ask Apple whether the free-zone company itself should enrol.

  • Website development in Umm Al Quwain

The UAQ Free Trade Zone says its licence covers business inside the zone or outside the UAE, with sales into the wider UAE market made through an agent or distributor. Check that before an online store takes its first UAE order. A freelancer permit is a different case for Apple: an individual account sells under your personal name, so ask Apple first if you want a company name on the listing.

Pricing in AED

What each kind of build costs

Every band excludes VAT, and each card shows the usual timeline. Ongoing work has monthly bands too: AED 600–1,800 a month to look after a website, AED 1,500–4,500 for an app, and a full-time developer at AED 8,900–17,900. Only gateway, BNPL and portal integrations are still quoted, per provider. Each project starts with a short discovery call, after which you get one AED figure and the scope in writing, and that figure stays put unless the scope changes. Pricing a website first? The AED website cost calculator shows roughly where yours sits inside its band.

How it works

From a WhatsApp message to the keys of your own accounts

Timelines follow the band: 1–3 weeks for a business website, 2–6 for a store, 4–12 for an app and 6–16 for custom software.

Start on WhatsApp
  1. Send a WhatsApp with the basics

Your emirate, what you need and a rough budget. If you already hold a licence, add the company's legal name exactly as printed; Apple, Google, your gateway and your registrar all check against it. Still setting up the company? Say so and we plan around it.

  2. A video call to pin down the scope

We work out what the site or app has to do and who on your side will update it. Then we cover whether Arabic is needed and which gateway or portal it talks to.

  3. A written scope with your AED figure

Inclusions line by line, with exclusions and dates. Once you sign, the AED figure is fixed and only a change of scope can move it. Payment comes in three slices, 40% to start, 40% on reaching the mid-project milestone written into the scope and 20% at launch, and that last slice is when your company takes ownership of the source code and IP. The hosting region and who writes the Arabic copy are confirmed in writing for your project before you sign.

  4. Your company opens the accounts

Domain, hosting, repository, D-U-N-S Number and developer consoles, in the legal name from step one. Request the D-U-N-S Number first, since both app-store enrolments wait on it.

  5. Staging link and the bilingual QA pass

You review a working build on a staging address while the Arabic and English pages go through the checks above.

  6. Go-live and handover of every login

For a store, the final check is a real purchase on the live checkout, made with you. For an app, the build goes to Apple and Google review from your accounts. You then get admin on everything, and we remove our access when you say so. For the first six months live, we fix any bug without charging you.

Questions UAE businesses ask us

Ask Ashish directly

Ask on WhatsApp

How much does it cost to develop a website in the UAE?

On our price list, a business website costs AED 2,900–17,000 and takes 1–3 weeks. A WordPress site is AED 2,200–11,000 over 1–2 weeks, and an online store AED 5,900–49,000 over 2–6 weeks. All exclude VAT. Where a project lands inside its band depends on page count, Arabic, integrations and custom features. Our guide to website development cost in Dubai breaks the figures down line by line.

Which web development company should I choose in the UAE, and how do I check one?

Choose on evidence you can check, not on a ranking. Sort the firm's Google reviews by newest and read the low ones. Ask for three live sites and open them on your phone. Run a WHOIS on a .ae site they built: the client's company should be the registrant. Open an app they list and read the seller line, which should name the client. Then ask which city the developers work in. A firm that passes all five is worth a quote.

Do I need a UAE trade licence to hire a web developer from India?

No. Hiring us is a services contract between your business, or you personally, and an Indian LLP, and no UAE licence is needed to sign it. The licence matters later, for what the project runs on: a gateway approves your licensed company, an Apple organisation account needs a legal entity with a D-U-N-S Number, and a .co.ae domain needs a UAE licence or trade mark. A plain .ae name needs no documents.

Do I pay VAT on a website invoice from an Indian company?

Our invoice carries no VAT line. If you are VAT-registered, the reverse charge usually applies: you account for 5% as output tax and normally recover the same amount as input tax, so the net cost is usually nil. There has been no self-invoice since 1 January 2026, but the supporting documents still have to be kept. If you are neither registered nor required to register, no VAT entry arises. Check with your tax adviser.

Is there withholding tax when a UAE business pays a developer abroad?

Not in practice. Article 45 of Federal Decree-Law No. 47 of 2022 allows withholding tax on UAE-sourced income of non-residents with no permanent establishment in the UAE, but the rate is 0%. You pay our invoice in full and deduct nothing. Before a large payment, check the Ministry of Finance's Corporate Tax page for the current rate.

Who owns the domain, hosting, App Store account and code when you build it?

Your company holds every account from day one: the domain, hosting, code repository and both app-store accounts are opened in its legal name, and we work inside them as invited users. Legal ownership of the source code and IP transfers to your company when the final payment is made. At handover you get admin on every account, and we remove our access when you say so. Changing developer later means changing who you invite, not moving accounts.

Do you build websites for businesses in Ras Al Khaimah, Umm Al Quwain and Al Ain?

Yes, on the same price list and process as Dubai. The one thing to check is your licensing authority, because every account must match the name on that licence: RAKEZ or the emirate's DED in Ras Al Khaimah, the UAQ Free Trade Zone or DED in Umm Al Quwain, and Abu Dhabi's bodies for Al Ain. One catch for UAQ Free Trade Zone stores: the zone says sales into the wider UAE go through an agent or distributor.

What does a web developer earn in the UAE, and is hiring one cheaper than paying for a project?

Indeed showed AED 3,686 a month for a web developer across the UAE (260 salaries, updated 3 October 2026) and AED 6,574 for a developer in Dubai (updated 29 September 2026). At the UAE figure that is about AED 44,000 a year in salary alone, before permit, insurance and gratuity. A business website on our list is AED 2,900–17,000, paid once. For a defined build a project usually costs less; for work that never stops, our hiring page compares a monthly developer.
