Overview
A fixed AUD figure arrives in writing before any code: A$9,800–A$98,000 for an internal tool, portal or SaaS MVP over 6–16 weeks, or A$4,900–A$35,000 for a CRM over 4–8 weeks. Every milestone goes up on a staging site for your staff to test, and the code and IP are assigned to you at handover. Founder Ashish Sharma leads the build from Lucknow, India (Codingclave Development LLP, no Australian entity), and if your contract needs a cleared Australian firm, we say so before quoting.

Quick answer
How much does custom software cost in Canberra in 2026?
With us, a Canberra internal tool, portal or SaaS MVP costs A$9,800–A$98,000 ex GST and takes 6–16 weeks; a custom CRM is A$4,900–A$35,000 over 4–8 weeks, and clinic systems A$6,900–A$51,000 over 6–12 weeks. That A$9,800 floor sits just under the $10,000+ minimum Clutch lists for its two most-reviewed Canberra firms, Intuji and Clean Commit. Across Clutch's Canberra profiles, minimums run from $1,000+ to $10,000+ and hourly bands from under $25 to $100–149 (Clutch prints a plain $; on its Australian site we read these as AUD). Google's listing for Melbourne-based 13Labs, dated 19 Mar 2026, shows "from $4,997" with no GST basis. Even our top band is below SEEK's A$114,340 average advertised Canberra developer salary (Oct 2026).

The Canberra custom software pages on Google’s first page, and what they disclose
We read each provider page ranking for this search on 6 Oct 2026; only one has shown a figure. Capital Compute doesn't say where its team works (its +91 number suggests India); ours is in the last row. Canberra website prices are on our Canberra web design page.
| Provider | Where the team is (as the provider states it) | Price published | Timeline published | What the page says about cost |
|---|---|---|---|---|
| F1 Solutions | Turner ACT head office; founded in 1996 | None | None | Its own FAQ asks what Canberra software costs, then says only that it varies with complexity |
| 13Labs | Melbourne, serving Canberra remotely | Google's listing (dated 19 Mar 2026) shows from $4,997, GST basis not stated | 3–8 weeks | No breakdown; the site was unavailable ("Deployment Paused") when we checked on 6 Oct 2026 |
| Dev House Australia | 60 Martin Place, Sydney | None | None | An estimate follows a discovery call |
| Capital Compute | Not stated on the page | None | None | Pricing is "fixed-scope" and set after scoping, with no figures |
| Basecode | Melbourne (+61 3 number); Canberra isn't mentioned | None | "Depends on complexity" | Nothing on cost |
| Codingclave (this page) | Lucknow, India, working remotely | A$9,800–A$98,000; CRM A$4,900–A$35,000 | 6–16 weeks; CRM 4–8 weeks | A fixed AUD figure, in writing, before code |
Empyreal Infotech's "top 9" Canberra list also ranks; it puts Empyreal first and prices none of the nine.

Software companies in Canberra on Clutch: minimums, hourly bands and review counts
Clutch's Canberra directory listed 23 firms when its ratings refreshed on 6 Oct 2026, though Google's snippet of that page opens with sponsored offshore firms (Simform, Arcanys, Offshorly). The table keeps to firms Clutch places in or near Canberra, ordered by review count.
| Firm | Listed suburb | Clutch minimum | Hourly band | Reviews on Clutch |
|---|---|---|---|---|
| Intuji | Canberra, no suburb given | $10,000+ | $50–$99 | 24 (rated 4.9) |
| Clean Commit | Barton | $10,000+ | $100–$149 | 12 (rated 5.0) |
| Blitzm Systems | Not shown | $10,000+ | $100–$149 | 1 (rated 5.0) |
| TechIQ Labs | McKellar | $1,000+ | Under $25 | 1 (rated 5.0) |
| Web99 | Mitchell | $5,000+ | $25–$49 | 1 (rated 0.5) |
| Technowand | Dickson | $5,000+ | $100–$149 | None shown |
| Agile Digital Engineering | Deakin | $5,000+ | $100–$149 | None shown |
| Binarry Tech | Belconnen | $1,000+ | $50–$99 | None shown |
| Flevio | Red Hill | $1,000+ | Under $25 | None shown |
| techBean | Queanbeyan NSW | $5,000+ | $25–$49 | None shown |
| RKDN | Kingston | Not shown | $100–$149 | None shown |
| Codingclave (not in Clutch's Canberra list) | Lucknow, India; remote | A$9,800 project floor (our band, not a Clutch figure) | No hourly billing | Not a Clutch count: ★ 4.9 on Google (76 reviews) |
Feedback is thin: after Intuji's 24 reviews and Clean Commit's 12, every firm has one or none, so a 5.0 can rest on a single client. Listings also drift. On 6 Oct 2026, Clean Commit's homepage presented it as a conversion-rate agency for Shopify brands, Blitzm's gave Melbourne as its home, and Technowand's led with managed IT and cyber security from WOTSO on Northbourne Avenue.
Eight more, including upstream (Fyshwick) and spaarks (Braddon), show no price data. For any firm you shortlist, confirm on its current site that it still builds custom software, and look up its ABN. Queanbeyan organisations get the same fixed AUD bands from us as Canberra ones.

What Canberra organisations commission, with our band and build time
Most first builds for Canberra organisations are browser-based systems with staff logins rather than phone apps; for iOS and Android, see our Canberra app developers page.
| Who | First system usually built | Our band | Typical timeline | Related page |
|---|---|---|---|---|
| Consultancies and professional services around Barton, Civic and Braddon | Timesheets and project billing, a tender library, Xero or MYOB sync | A$9,800–A$98,000 | 6–16 weeks | Xero and MYOB integration |
| Defence suppliers (unclassified work only) | Quoting tool, asset and equipment register | A$9,800–A$98,000 | 6–16 weeks | Who should use a cleared firm |
| Associations, peak bodies and NFPs | Member portal, CPD tracking, event registration | A$9,800–A$98,000, or a CRM at A$4,900–A$35,000 | 6–16 weeks; CRM 4–8 weeks | – |
| Trades and logistics in Fyshwick, Mitchell and Hume | Job dispatch and docket capture from the field | A$9,800–A$98,000 | 6–16 weeks | Websites for tradies for the website side |
| RTOs and migration agents near ANU in Acton and UC in Bruce | Agency CRM tracking students and visa files | A$4,900–A$35,000 | 4–8 weeks | Education and migration agents |
| Clinics, allied health and NDIS providers | Patient or participant records, intake forms | Clinic A$6,900–A$51,000; NDIS intake portal A$7,900–A$49,000 | 6–12 weeks for either | Clinics; NDIS providers |
| Any team still on Excel or Access | The same workflow as a web app with logins and an audit trail | A$9,800–A$98,000 | 6–16 weeks | – |

Already running a system, or talking to an IT company?
Taking over or modernising software another firm built
Start with access, not code: the repository, hosting and domain logins, licences for paid components, and any staging copy. Once we can see what's there, we say whether stabilising, extending or rebuilding makes more sense and quote that as a fixed figure within the bands on this page. Access or Excel tools move the same way, with your staff checking migrated records before the old version is switched off.
An IT company isn’t always a software builder
Searches for IT or tech companies in Canberra mix two trades. Managed-IT providers look after devices, networks, Microsoft 365 and cyber security; a software developer writes and maintains an application that belongs to you. Clutch lists Technowand among Canberra software developers, for instance, while its homepage leads with managed IT. Ask which one a firm does.

Hiring a developer in a government town: Canberra salary maths vs a fixed build
Hiring a developer here means competing with the Commonwealth. At the 2021 Census, 17.1% of ACT workers were in central government administration (1.1% nationally), 5.8% in Defence (0.7%) and 3.6% in computer system design (1.8%). A small firm advertising a developer role bids against departments and their contractors.
| Line | One developer hired in Canberra | Fixed build with us |
|---|---|---|
| Headline cost | A$114,340, SEEK's average advertised salary; some ads include super | A$9,800–A$98,000, fixed in writing for the agreed scope |
| Super at 12%, if the ad excludes it | About A$13,720 on top, before recruiting, equipment and leave cover | None |
| If the work runs late | Salary continues until the work is done | The agreed figure holds; only new scope is priced separately |
| After launch | The same salary again next year | Hosting and support at A$80–A$240 a month |
Even our top band sits below one year of the average advertised Canberra salary before super. A hire still comes out ahead when software is continuous work, such as a product roadmap with no end date. Three- and five-year figures, with SaaS alongside, are on our national custom software page.

ACT privacy and health-records law, as a software feature list
A developer outside Canberra can build software that meets ACT law, provided each rule is scoped as a feature rather than left to staff policy. Three instruments decide most of the work: the Health Records (Privacy and Access) Act 1997 (A1997-125, republication 32, in force from 16 Nov 2025), the Information Privacy Act 2014, and a federal Privacy Act change starting 10 December 2026.
| Rule | What it requires (paraphrased) | Feature to scope | Who it hits |
|---|---|---|---|
| Health Records Act, Sch 1 Principle 4.1: retention | An adult's record is kept 7 years after the last service; one collected before 18 until the person turns 25 (other permitted cases aside) | Retention lock from last-service date and date of birth; soft-delete only; logged reason and approver for any destruction | ACT clinics, allied health and NDIS providers holding health information |
| Health Records Act, Principle 4.1: security | Reasonable safeguards against loss and unauthorised access | Role-based permissions, a log of who opened each record, encrypted backups | Same record keepers |
| Health Records Act, s13(2): access | Respond within 2 weeks of receiving the request | 14-day response clock (grant, fee notice or refusal), a release tracker and a full-record export | Same record keepers |
| Information Privacy Act 2014 (ACT), s21 | ACT agency contracts must bind the provider and any subcontractor to the Territory Privacy Principles | Flow-down clause in our contract, a data inventory, written breach-response steps | Canberra firms delivering ACT Government services |
| Privacy and Other Legislation Amendment Act 2024, Sch 1 Pt 15 (from 10 Dec 2026) | Privacy policies must disclose where a computer program uses personal information to make, or substantially help make, decisions that could reasonably be expected to significantly affect an individual's rights or interests | Decision log, a stored "why this result" record, a flag on features that decide automatically | Organisations covered by the Privacy Act (generally turnover above A$3 million, and all health service providers) adding AI scoring, approvals or triage |
A reading for scoping, not legal advice; confirm obligations with your adviser. Clinic workflows are covered on our medical and allied health page, participant records on the NDIS providers page, and features that score or triage under AI and automation.

Can your software be hosted in Canberra? Which cloud regions sit where
On Microsoft Azure, yes: Microsoft lists Australia Central and Australia Central 2 as physically in Canberra, though Australia Central 2 access is restricted. AWS and DigitalOcean have no Canberra region. Certified hosting for agencies is covered on our Canberra app developers page.
| Provider | Region | City | Note |
|---|---|---|---|
| Microsoft Azure | Australia Central | Canberra | Listed by Microsoft as physically in Canberra |
| Microsoft Azure | Australia Central 2 | Canberra | Also in Canberra; Microsoft marks access as restricted, so it must be requested |
| AWS | ap-southeast-2 | Sydney | No opt-in step |
| AWS | ap-southeast-4 | Melbourne | Opt-in: the region must be enabled on your account first |
| DigitalOcean | SYD1 | Sydney | DigitalOcean's Australian region |
| Codingclave hosting-support plan | Confirmed in writing for your business before you sign | Set for your system | A$80–A$240 a month |
If a client contract names where data must live, send that clause with your brief (contract-check link below). Provider and region are then settled in the written quote, not after launch.

Baseline, NV1, PROTECTED, DISP or IRAP: when to brief someone else
Some Canberra work is closed to a team in India, and it's better you know before a scoping call than after one.
A cleared Australian supplier is the right call if…
- staff on the project need Baseline or NV1 security clearance
- the system will store PROTECTED or classified information
- the contract requires Defence Industry Security Program membership
- hosting must be IRAP-assessed
- the buyer will contract only with an Australian entity
Codingclave holds no security clearances and has no Australian entity, so any one of these rules us out.
Where we fit
Private-sector and NFP systems; unclassified internal tools for consultancies working alongside government (timesheets, a CRM, a tender library); and prototypes an agency team reviews internally.
How we’ll tell you
At scoping, before any figure is agreed. Send your contract's security and data clauses with the brief; if they exclude an overseas supplier, Ashish says so plainly.
Not sure whether your contract allows an overseas team? Send the clause before we scope

Morning testing, a 3:30pm call, a new build by breakfast: one sprint in Canberra time
Until 4 April 2027, while the ACT is on daylight saving, our team works 3:30pm to 12:30am Canberra time, Monday to Saturday (Saturday included). That leaves 90 minutes of shared office time each weekday afternoon, and the loop below spends it on one short call.
| Canberra time | Your team | Our team |
|---|---|---|
| Morning | Test the latest staging build and log issues | Offline |
| 3:30–5:00pm | Video demo or triage call in the shared 1.5 hours | Same call; evening priorities agreed |
| 5:00pm–12:30am | Off for the evening | Building; WhatsApp answered in our hours |
| Next morning | Fixes and the next build are on staging | Offline |
When Canberra moves back to AEST on 4 April 2027, we work 2:30–11:30pm your time, so the call can start at 2:30pm. The trade-off: evening build time and next-morning progress, but nobody on our side is at a desk in a Canberra morning, so raise anything needed before lunch on the previous afternoon's call.

Fixed AUD bands for Canberra software work
Three things set where you land in a band: the number of user roles, the tools it connects to (Xero, MYOB, a booking system), and how much data moves across. A single-team timesheet tool with one accounting sync sits near the bottom; a member portal with payments, CPD history and several admin levels sits higher. Your exact figure and milestone list come in writing after scoping, before you commit.
