Can anyone guarantee a Ballarat business page one? Google’s answer, and what we log instead

Google's guide to hiring an SEO, last updated on 5 June 2026, says: "No one can guarantee a #1 ranking on Google." It adds that Google never accepts money to include or rank sites.

Yet pages ranking for this search promise campaigns "guaranteed to put you ahead of your competition" and an SEO "strategy guaranteed to deliver results", and one FAQ answers "Will I be found on the first page of Google?" with "Absolutely!" before turning to ad positions.     Both stay in your name, with the agency as a manager or user. If an agency set them up under its own account, have ownership moved to you first.
