WhatsApp ads cost in India: the short answer for 2026

There is no fixed price for WhatsApp ads in India. Click-to-WhatsApp ads cost whatever you spend in Meta's ad auction, plus 18% GST. If you reply to an ad-started chat within 24 hours, your reply opens a 72-hour window with no Meta per-message fees.

Quick answer:

  • Click-to-WhatsApp (CTWA) ads: auction-priced in Meta Ads Manager, with a daily budget you choose. Vendor-quoted click costs in India run about ₹5–₹25.
  • Free window: reply within 24 hours to an ad-started chat and Meta charges nothing per message for the next 72 hours, marketing templates included.
  • Status ads and promoted channels: bought in the same auction, with no public rate card. One agency's indicative range is ₹12–₹60 per chat opened.
  • After the window: about ₹0.86 per marketing message to Meta, plus your platform fee (₹0.20 on PayPerWA, our own product) and 18% GST.
  • From 1 October 2026: free-form service replies are billed at the utility rate, but the CTWA window stays free.

The three things people call "WhatsApp ads"

"WhatsApp ads" can mean an ad that opens a chat, an ad shown inside WhatsApp, or a paid message sent to your own contacts. Each is bought and billed differently.

You set a daily or lifetime budget and Meta charges for impressions (CPM). Ads Manager then reports cost per click and cost per messaging conversation started. Your industry and the season move the CPM far more than the ad format does.

The CPM ranges below come from our Meta ads management guide for India. Each lead-cost figure is labelled by what it measures, because they are not interchangeable.

Clinics: health-related ads fall under Meta's advertising policies, which restrict some targeting options and claims. Check them before you build a clinic campaign around narrow audiences.

The 72-hour free window, and the condition that opens it

Meta's WhatsApp pricing documentation sets the rule. When someone messages you from a Click-to-WhatsApp ad or a Facebook Page call-to-action button, and you reply within 24 hours, that reply is free. It also opens a 72-hour Free Entry Point (FEP) window, counted from your reply. Inside it you can send any message type, including free-form replies, utility templates and marketing templates, with no Meta per-message charge.

What the window does not cover:

  • A late first reply. Miss the 24 hours (a Sunday, an overnight festive rush) and no free window opens. Normal per-message pricing applies.
  • Your platform's fee. Meta waives its own charge, not your provider's. On PayPerWA, the ₹0.20 fee applies to each message you send, inside the window too. Ask any other provider the same question.
  • Meta AI replies. From 1 August 2026, Meta Business Agent is billed at USD 2.00 per million tokens. A typical message uses about 20,000–25,000 tokens, roughly 4–5 US cents (about ₹3.5–₹4.5 at current exchange rates). That applies inside the free window and is several times the marketing rate.

What happens on day 4? If the lead messages you after the window closes, a normal 24-hour customer-service window opens. From 1 October 2026, your free-form replies there are billed at the utility rate, about ₹0.115 each to Meta. If you want to message first, it must be a paid template: marketing at about ₹0.86, or utility for a genuine transactional update.

Retargeting: a new chat from a fresh CTWA ad click is another ad-started conversation, so it may open a new free window. Check how your platform reports it before you plan around it.

Cost per chat vs cost per qualified lead

A chat is not a lead. Many chats are a single "Hi" or "Price?" and nothing more. The number to manage is cost per qualified lead: ad spend plus GST, divided by the chats that pass your qualification questions.

An illustrative example, every number assumed: ₹20,000 ad spend + ₹3,600 GST = ₹23,600. At ₹50 per chat, that buys 400 chats. If 120 answer your three qualification questions, cost per qualified lead is about ₹197. If faster replies get 160 through, it falls to about ₹148 on the same ad budget.

Our real-estate guide assumes a three-question qualification flow and a site-visit conversion of about 8–18%. In the WhatsApp setups we've built, slow first replies are the most common leak, more often than weak creative or targeting.

CTWA or lead forms? CTWA asks less of the prospect, so you get more casual enquiries, but also a live conversation you can qualify. Lead forms give structured data and a colder contact. If nobody can reply within minutes during ad hours, lead forms may serve you better.

WhatsApp Status ads and promoted channels: live in India?

In June 2025 Meta announced ads in Status and promoted channels for WhatsApp's Updates tab:

  • Ads appear only in the Updates tab, never in personal chats.
  • Targeting uses limited signals: country or city, language, channels followed and ad interactions.
  • The rollout is gradual.

In September 2025 Meta said businesses in India can create WhatsApp placements alongside Facebook and Instagram in Ads Manager, with the same creative, setup flow and budget. It named Maruti Suzuki, Air India and Flipkart as brands using Status ads in India. Trade press (WABetaInfo, Social Samosa) later reported a global rollout around 27 February 2026 and JioHotstar using promoted channels. Those two points are press reports, not Meta statements.

Availability can still vary by ad account. Check that WhatsApp Status appears as a placement in your own Ads Manager before you budget for it.

Format: a Status ad sits between people's Status updates. An Indian agency guide describes it as full-screen, with a button that opens a WhatsApp chat or a website.

What they cost: Meta publishes no rate card, because Status ads run in the same auction. That agency guide from RichAutomate gives indicative figures of ₹25–₹90 CPM, ₹12–₹60 per chat opened and ₹60–₹400 per qualified lead, plus 18% GST. It cites no Meta source, so test before you rely on them.

Cheaper than Instagram?

  • The CPM may be lower, but with few targeting signals you control less of who sees the ad.
  • Test with 10–15% of your budget and compare cost per qualified lead. Skip it if you need tight targeting (B2B, premium real estate).
  • Meta's pricing docs name CTWA ads and Page buttons as free-window entry points. Ask your platform whether a Status ad chat is treated the same way.

Per-message charges after the free window

After 72 hours, every message you start must be a paid template. Meta publishes India rates only in a downloadable rate card and a calculator, so the figures below are per Meta's INR rate card as reported by BSPs such as Whautomate. Confirm them on Meta's own card.

Last verified: September 2026. Add 18% GST. Meta has billed per delivered message, not per 24-hour conversation, since 1 July 2025, as its pricing updates page records alongside the January 2026 India marketing-rate increase.

The 1 October 2026 change: why CTWA leads got relatively cheaper

From 1 October 2026, according to Meta's non-template message pricing page:

  • Service messages (free-form replies) are billed at the market's utility or authentication rate. They had been free since 1 November 2024.
  • Utility templates sent inside the customer-service window become chargeable. They had been free since 1 July 2025.
  • Unchanged: messages inside a 72-hour Free Entry Point window stay free of per-message charges.
  • Reported, not in Meta's doc as we read it: Meta partners such as 360dialog say each phone number gets 1,000 free service messages a month, charged from the 1,001st. Confirm this in Meta's pricing docs before you count on it.

So a lead who finds your number on Google and says "Hi" now costs a fee on every reply, while the same lead arriving through a CTWA ad costs no Meta message fees for three days. For long sales conversations (site visits, course counselling, treatment plans), CTWA ads or your Page's WhatsApp button are now the cheapest way in. Many Indian pricing articles still say replies are free, so check the date on what you read.

Budget scenarios: ₹10k, ₹50k and ₹2L per month

The formula behind all three:

Total monthly cost ≈ (ad spend + platform fees on in-window messages + post-window template fees) × 1.18, plus any service replies outside a free window and Meta AI tokens if you use them.

Every number below is an assumption. The per-chat figures assume a click cost of ₹15–₹45 and about one in two clickers sending a message; real estate sits at the top because its CPMs are higher. Replace them with your own data after two weeks.

All three plans assume the API through PayPerWA and 18% GST on everything.

₹10k/month: solo clinic, tutor or local D2C

  • CTWA ad spend: ₹8,000, about 267 chats
  • Platform fee in the free window: 267 × 5 × ₹0.20 = ₹267
  • Paid follow-ups: 80 chats × 2 = 160 × ₹1.06 = ₹170
  • GST at 18%: ₹1,519
  • Total: about ₹9,956

If one in three chats qualifies, that is roughly 90 genuine enquiries a month, enough to learn what works if you reply fast.

At this size, choose between the free WhatsApp Business app and the API. A CTWA ad can open a chat in either, and the app has no per-message fees. If one person can answer every chat within minutes, the app is enough. Move to the API when replies slip, staff share the inbox, or you want automated reminders. ₹50k/month: coaching institute or growing D2C

  • CTWA ad spend: ₹39,500, about 878 chats
  • Platform fee in the free window: 878 × 8 × ₹0.20 = ₹1,405
  • Paid follow-ups: 351 chats × 3 = 1,053 × ₹1.06 = ₹1,116
  • GST at 18%: ₹7,564
  • Total: about ₹49,585

At this volume a qualification chatbot pays for itself in staff time: it answers course, batch and fee questions in the first minute, and a counsellor takes the serious leads. Use the free 72 hours for the demo-class invite; save paid templates for a batch starting, an offer ending or a restock.

₹2L/month: real estate or multi-branch

  • CTWA ad spend, including retargeting people who chatted: ₹1,50,000, about 1,667 chats
  • Status ad or promoted channel test: ₹12,000, only if the placement shows in your account; otherwise move it to CTWA. Chats from it are not counted here.
  • Platform fee in the free window: 1,667 × 10 × ₹0.20 = ₹3,334
  • Paid follow-ups: 834 chats × 4 marketing = 3,336 × ₹1.06 = ₹3,536, plus 834 × 2 utility (site-visit confirmation and reminder) = 1,668 × ₹0.33 = ₹550
  • GST at 18%: ₹30,496
  • Total: about ₹1,99,916

Replies to leads who return after their window closes cost about ₹0.32 each on PayPerWA; the reported 1,000 free service messages a month, if confirmed, may cover much of that.

Where the money goes: platform and message fees are about 4–6% of each plan before GST. You cut cost by raising the share of chats that become qualified leads, not by shaving paise off templates.

On GST: Indian advertisers pay 18% GST on Meta ad spend. If you're GST-registered, add your GSTIN in Meta's billing settings. The GST is then usually claimable as input tax credit, which takes most of that 18% out of your real cost. Confirm eligibility with your CA.

Setting up Click-to-WhatsApp ads

  1. Link your WhatsApp number (Business app or API) to your Facebook Page and Meta business portfolio.
  2. In Ads Manager, pick an objective that supports messaging (Engagement, Leads or Sales), set the conversion location to WhatsApp and choose the connected number. Exact labels vary by objective.
  3. Write a greeting with quick-reply buttons for your first qualification question, and optimise for conversations or leads, not link clicks.

Before launch, make sure a person or a bot will answer within minutes during ad hours.

How to lower your WhatsApp ad cost

  • Answer in minutes. An instant automated first reply opens the free window and catches the lead while interested.
  • Front-load the 72 hours. Send qualification questions, the catalogue or brochure, price and offer, a booking link, a day-2 nudge and a day-3 reminder.
  • Categorise templates correctly. A genuine order or appointment update is utility at about ₹0.115, roughly one-seventh of the marketing rate.
  • Retarget people who chatted, and track those chats separately from cold traffic.
  • Refresh creative when cost per chat rises week on week, and start festive campaigns before CPMs spike.
  • Switch off AI replies you don't need. Meta Business Agent tokens are billed even inside the free window.

Mistakes that waste WhatsApp ad budget

  • Replying the next afternoon. The lead has gone cold, and the free window never opened.
  • Sending day-4 marketing templates to everyone, including people who already said no. Segment first.
  • Judging campaigns by cost per chat. A ₹20 chat that never replies costs more than a ₹60 one that books a visit.
  • Ignoring GST. Without input tax credit, it adds 18% to every rupee of ad spend.
  • Planning with old rules: free service replies (ending 1 October 2026) or per-conversation billing (ended July 2025).
