ERP software price for small business in UAE: the short answer
ERP software for a small business in the UAE is priced at about AED 50 to 330 per user a month if you subscribe, or AED 20,000 to 120,000 once if you have it built. Over three years, which is the only honest way to compare them, a 15-user company spends anywhere from AED 21,000 on TallyPrime to more than AED 325,000 on SAP Business One, with Odoo, Zoho and a custom build in the AED 60,000 to 120,000 middle.

Every row except Tally and custom charges per seat forever, which is why the 40-user column below looks nothing like the 5-user column.
How much does ERP software cost in UAE over 3 years?
Licence is the number vendors advertise. Implementation, support and hosting are the numbers you pay. The table is our estimate of a three-year total for 5, 15 and 40 users, from the published prices above plus implementation and support figures from quotes we have given and seen. A planning range, not a quote.
Assumptions: annual billing; Odoo at promotional price in year one and list after; no price increase for Zoho or Tally (budget 5 to 10 percent a year as a buffer); Zoho One on the all-employee plan; Tally on the Gold Muwafaq rental; SAP on the lowest cloud tier (USD 110 Starter user) with the lowest implementation figure in the Hyperbots guide (USD 30,000).

The 15-user Odoo cell, so you can rebuild it with your own numbers: licence at USD 13.50 for twelve months then USD 16.90 for twenty-four, about AED 31,300; partner implementation of accounting, sales, purchase and inventory with VAT, about AED 30,000; support at about AED 6,000 a year. The 15-user custom cell assumes an AED 60,000 build, hosting on a UAE or Bahrain cloud region at roughly AED 600 a month, and maintenance at 15 to 20 percent of the build cost a year, which is how we price retainers.
Below 15 users, buy a package. From about 30 to 40 users, custom or ERPNext is cheaper than Odoo and far cheaper than Zoho One, before counting the customisation hours a package needs to fit you. Our ERP development cost guide walks through the same logic in rupees.
Is Odoo free in UAE?
Odoo Community is free. You download it, host it, and pay no per-user fee. What you give up is the Enterprise layer. Community has Invoicing but not the full Accounting app, so the UAE VAT report, bank reconciliation and financial statements are Enterprise-only, along with Studio, the mobile apps, hosted upgrades and support. For a UAE company filing VAT returns that gap is the whole point. Every Community deployment I have seen pays a partner to produce the return by hand, and that fee is the real licence.
For the UAE, Odoo bills in USD on its lower international pricelist, not the US or European list. Per oec.sh's tracker of Odoo's UAE pricelist, verified October 2026, Standard is USD 13.50 per user a month on a first-year yearly plan (USD 16.90 at list and for monthly billing) and Custom is USD 25.50 (USD 32.00 at list), after Odoo raised Custom prices on 24 September 2026. Check odoo.com/pricing from a UAE connection on the day you buy. You need Custom for Studio, the external API, multi-company or on-premise hosting; most 5 to 15 user companies are fine on Standard.
Implementation is where Odoo quotes diverge. Our estimate: AED 10,000 to 20,000 for a 5-user accounting setup with VAT; AED 25,000 to 45,000 for 15 users with sales, purchase, stock and accounting; AED 50,000 to 90,000 for 40 users with manufacturing or multi-warehouse. In the quotes clients have shared with us, Dubai partners with an office come in 40 to 70 percent higher, and in return someone can sit in your warehouse.
Zoho One vs Zoho Books for a UAE SME
Zoho One is the bundle: around fifty apps including CRM, Books, Inventory, People, Payroll and Projects on one login. Zoho's UAE list price, as reproduced in Zoho partner Codroid IT Labs' 2026 pricing guide and checked in October 2026, is AED 135 per employee a month on the all-employee plan and AED 329 per user a month on the flexible-user plan, annual billing, excluding VAT. Monthly billing costs more; check zoho.com/one/pricing with the UAE selected for the current figure.
The all-employee plan is the bargain and the trap. A 15-person consultancy where everyone uses CRM, Projects, People and Books gets a lot for AED 2,025 a month. A trading company with 15 staff of whom 4 touch the system must still license all 15, and the flexible plan at AED 329 for those 4 means paying AED 329 a seat for people who open two apps.
That is when to look at Zoho Books instead. On zoho.com/ae/books/pricing in October 2026, Standard is AED 60 a month for 3 users, Professional AED 90 for 5, Premium AED 120 for 10, annual billing, extra users AED 8 a month. Books handles FTA VAT returns, and Zoho Inventory and CRM can be added on their own, as we said in our UAE billing software round-up. Zoho's weakness is operations depth: manufacturing and job costing push you into Zoho Creator custom apps, paid by the hour.
TallyPrime in the UAE: Silver vs Gold, and where Tally stops
Most UAE accountants already know Tally. On tallysolutions.com/mena the Muwafaq offer prices an annual TallyPrime licence at AED 702 plus VAT for Silver (single user) and AED 2,106 plus VAT for Gold (unlimited users on one network), including online installation and training, limited to the first 50 registrations each month. If you miss the window, Tally's regular UAE subscription on the same site is AED 63 a month for Silver and AED 180 a month for Gold, sold in 1, 3 or 12 month plans. Perpetual licences and TSS renewals are quoted by partners, not published for the UAE, so ask before you buy. I quote the Muwafaq rental because that is what a small business will actually be offered.
TallyPrime does UAE VAT properly: 5 percent, zero-rated and exempt supplies, reverse charge, the FTA return format and audit file. For a 5 to 15 person trading company that needs invoices, receivables, stock and VAT, AED 2,211 a year including VAT is hard to argue against.
Where Tally stops: no multi-branch over the internet without add-ons, no CRM, no HR beyond basic payroll, no project costing, no customer portal, no e-commerce or POS integration out of the box. When your salesperson in Sharjah needs to raise a quote on a phone, you have left Tally territory. Many of our ERP clients arrive from Tally; we keep it for the accountant and build around it.
How much does SAP Business One cost in Dubai?
SAP Business One has no public AED price. SAP sells only through resellers, so every Dubai quote is a reseller quote. Hyperbots' 2026 guide lists multi-tenant cloud at USD 110 per user a month for Starter, USD 112 for a Limited user and USD 188 for a Professional user, with single-tenant hosting at USD 149 to 219. ERP Research puts perpetual licences at USD 3,500 to 5,500 per user with 18 to 20 percent annual maintenance, and both guides put implementation for a small or mid-sized company at USD 30,000 to 120,000. At the peg that is AED 110,000 to 440,000 before a single licence.
It is for a 25-plus user company with several legal entities and consolidated reporting. If a reseller quotes you SAP B1 for 8 users, ask them to quote Odoo or ERPNext too and watch the number drop by a factor of five.
Custom ERP development cost in UAE: AED 20,000 to 120,000
A custom ERP for a UAE SME costs AED 20,000 to 120,000 and takes 6 to 16 weeks. That is the Custom Software (CRM/ERP) row on our UAE price list, the band on our custom software development page for Dubai, broken down by project type in our Dubai custom software cost guide. For an ERP specifically:
At AED 20,000 to 40,000 you get two or three modules, usually inventory plus billing or sales plus purchase, with VAT-compliant invoices, two or three roles and reports, in six to eight weeks. At AED 40,000 to 80,000 you get a full operations layer: sales, purchase, multi-warehouse stock, approvals, a customer portal and an integration with Tally or Zoho Books so the accountant keeps their tool, in ten to twelve weeks. At AED 80,000 to 120,000 you add payroll with WPS files, HR, job costing, an Arabic right-to-left interface and integrations with a payment gateway, e-invoicing ASP or store, in twelve to sixteen weeks.
If your needs are narrower, our ready-made products are cheaper than any build. Our inventory management software is INR 24,999 one-time or INR 2,499 a month (approx. Which ERP is best for small business in Dubai? Decision rules by business type
Trading and re-export. Multi-currency purchases, landed cost, lot or serial tracking, a free-zone entity alongside a mainland one. Odoo Standard handles it for 5 to 30 users; ERPNext is cheaper above 30.
Contracting and fit-out. Progress billing, retention, subcontractor certificates, job costing by site. Packaged ERPs do this badly for small firms. Odoo Custom with partner-built job costing works; a custom build works better past ten live projects.
F&B with branches. Central recipe and stock, branch POS, aggregator orders, daily variance. Most of our restaurant clients run a POS with central stock and push summaries to Tally or Zoho Books. Read our UAE restaurant management software post first, because a restaurant usually needs a POS that reports, not an ERP that sells.
Services, agencies and clinics. Everybody uses the system, so Zoho One all-employee is the best value here for a 10 to 25 person firm. Clinics need a DHA or DoH compliant clinic system first; the ERP is the accounting layer behind it.
UAE compliance items your ERP must handle in 2026
VAT. Five percent standard rate with zero-rated and exempt categories, reverse charge on imports, and returns filed to the Federal Tax Authority, quarterly for most SMEs. The ERP must produce the FTA return figures and audit file and carry your TRN on every invoice.
Corporate tax. Federal Decree-Law 47 of 2022 brought in 9 percent corporate tax on taxable income above AED 375,000. The FTA requires records kept for seven years after the end of the tax period, so you need a locked audit trail and exports an accountant can produce years later.
E-invoicing. The Ministry of Finance's Ministerial Decisions 243 and 244 of 29 September 2025 set the timeline: pilot from 1 July 2026; mandatory from 1 January 2027 for businesses with revenue of AED 50 million and above; everyone else appoints an Accredited Service Provider by 31 March 2027 and goes live on 1 July 2027. Invoices flow through the ASP, so your ERP needs an API integration with your chosen ASP, not accreditation of its own. We integrate with the ASP you select; we are a development company, not an ASP.
Payroll and WPS. The Ministry of Human Resources and Emiratisation requires private-sector employers to pay salaries through the Wage Protection System, which means a Salary Information File each month for your bank or exchange house. If the payroll module cannot produce it, you will be doing it in Excel every month.
Arabic. No rule forces an Arabic ERP, but if warehouse staff, auditors or a government customer need it, budget for a right-to-left interface. Odoo and Zoho ship Arabic; a custom build needs the strings from you.
The six hidden costs in every ERP quote
Data migration. Old Tally ledgers and Excel stock sheets do not load themselves. Our estimate is AED 3,000 to 15,000 depending on years and cleanliness.
Arabic UI and documents. Translating menus is cheap; Arabic invoice templates, product names and RTL reports are not. Budget 10 to 15 percent of implementation.
User training. Remote training is in our quotes; on-site training from a Dubai partner is billed per day and is often why a local quote is higher.
Integrations. Payment gateway, store, WhatsApp, e-invoicing ASP, bank feed. Each is a line item.
Customisation hours. The package covers 80 percent. The last 20 percent is billed by the hour, in my experience AED 250 to 500 at Dubai partners, and it does not stop at launch. It is the biggest reason a package can cost more than a build over three years, and a big reason ERP implementations fail.
Annual increases. Odoo's first-year price renews at list. Zoho and Tally change prices without notice. SAP maintenance is 18 to 20 percent of licence a year by design. Put a 5 to 10 percent escalator in your spreadsheet.
When you should not buy an ERP yet, and when you should not hire us
Do not buy an ERP if you have fewer than five users and no stock (Zoho Books or TallyPrime Silver plus a CRM is enough; revisit in two years), if your process changes every month because the business is still finding itself, or if nobody on your side will own the system after launch. An ERP freezes a process, and freezing a bad one is expensive.
Do not hire a remote team like us if you need someone physically in the warehouse for go-live week, if your staff will only accept in-person training, or if procurement requires a UAE trade licence from the vendor. A Dubai Odoo partner is the right call there, and you pay for the office. Otherwise, working with us from Lucknow looks like this.
Time zone. India Standard Time is 1.5 hours ahead of Gulf Standard Time. We work Monday to Saturday, 10 AM to 7 PM IST, which is 8:30 AM to 5:30 PM in Dubai, so we overlap your whole day and are available on Saturday.
Meetings and training. On video, recorded, and we train your trainer rather than every user. We have worked remotely with clients since 2017, and our UAE work, including the Dubai Digital Xchange Summit platform, was delivered the same way, without an office in the Emirates.
Arabic content. We build the RTL layout and load your strings; the Arabic itself must come from you or a translator you trust.
Payment collection. We invoice in USD or INR by international bank transfer; the AED figures here are approximate conversions at the peg.
Support hours. Monday to Saturday, 10 AM to 7 PM IST, over WhatsApp and email, on a retainer of 15 to 20 percent of the build cost a year. Outside those hours we respond to outages only.

It depends on what the business does, not on the brand. A trading or re-export company with stock, landed costs and several currencies is best on Odoo Standard or ERPNext. A services firm where every employee needs CRM, projects, HR and accounts in one login gets the most from Zoho One all-employee pricing. A company that only needs VAT accounting, stock and invoicing should stay on TallyPrime or Zoho Books and not buy an ERP at all. A contractor with progress billing, retention and job costing usually ends up on Odoo Custom or a custom build, because packaged tools fight that workflow. SAP Business One is the right answer for a 25-plus user company with group reporting and a budget for a reseller, not for a 5-person firm.

On licence alone, ERPNext: the software is free under an open licence and Frappe's own cloud lists site plans from USD 5 a month (frappe.io/cloud/pricing, checked October 2026), with no per-user charge. On a per-user basis among paid tools, Odoo Standard at USD 13.50 to 16.90 per user a month (approx. AED 50 to 62) is the cheapest full ERP we would recommend. TallyPrime Gold at AED 2,106 plus VAT a year for unlimited users on one network is cheaper still if accounting, stock and VAT returns are all you need, but it is not an ERP in the CRM, HR or manufacturing sense. Cheapest over three years for a 40-user company is usually a custom build or ERPNext, because neither charges per seat.
SAP does not publish an AED list and sells only through resellers, so every Dubai number is a reseller quote. Third-party pricing guides give the shape of it: Hyperbots' 2026 guide lists multi-tenant cloud at USD 110 to 188 per user a month (approx. AED 400 to 690) and single-tenant at USD 149 to 219, and ERP Research puts perpetual licences at USD 3,500 to 5,500 per user plus 18 to 20 percent annual maintenance. Both put implementation for a small or mid-sized company at USD 30,000 to 120,000 (approx. AED 110,000 to 440,000). For a 15-user Dubai company on the lowest cloud tier and the lowest implementation figure, that is a three-year total north of AED 325,000. It is a serious product for group companies and manufacturers; it is the wrong first ERP for a 5 to 15 person firm.
Below about 15 users, no. Odoo Standard for 15 users costs us roughly AED 79,000 over three years including a partner implementation and support, against AED 109,000 to 118,000 for a custom build in our table. From about 30 to 40 users the lines cross, because custom software has no per-seat fee: a 40-user Odoo deployment is about AED 179,000 over three years, Zoho One all-employee about AED 264,000, and a custom build AED 163,000 to 176,000 including hosting and our 15 to 20 percent a year maintenance estimate. Custom also wins earlier if your process is unusual enough that Odoo or Zoho would need heavy customisation, which is paid by the hour and never ends. If you are a standard trading company, buy the package.
It needs to be ready by 2027, and you should buy with that in mind now. The UAE Ministry of Finance's Ministerial Decisions 243 and 244 of 29 September 2025 set the timeline: a pilot from 1 July 2026, mandatory e-invoicing for businesses with revenue of AED 50 million or more from 1 January 2027, and for everyone else an Accredited Service Provider appointed by 31 March 2027 with go-live on 1 July 2027. The invoices are exchanged through an ASP, so what your ERP needs is a working integration with an ASP's API, not accreditation of the ERP itself.
