Overview
Your figure is fixed in an AED quote on a written scope, built on accounts opened in your company's name. Dubai agency price guides start anywhere from AED 25,000 to AED 146,000 and run to AED 1.8 million. Below, what actually moves a quote.

Quick answer
How much does it cost to build software in Dubai in 2026, in AED?
On our published list, custom software (a web app, customer portal, ERP-style system or SaaS product) costs AED 24,500–245,000 and takes 6–16 weeks. A custom CRM costs AED 12,500–88,000 over 4–8 weeks, and a mobile app AED 17,000–108,000 over 4–12 weeks. All exclude VAT. Six Dubai agency guides read on 12 October 2026 start their ranges at AED 25,000 to AED 146,000, partly because several convert US-dollar enterprise tiers into dirhams instead of pricing a 30-person company replacing its spreadsheets.
- A web app near AED 24,500 has one kind of user, a few screens, no integrations and one spreadsheet retired.
- If the problem is too few enquiries, a website (AED 2,900–17,000) fixes it. If leads die in WhatsApp chats, a CRM (AED 12,500–88,000) does.
- Hiring one developer buys coding time, not design, testing, project management or cover for leave.
- Holding another firm's quote? The six lines below show where its price comes from.

Name the job before you price the software
Ask two Dubai agencies for "a system to manage our jobs" and one may price a CRM at AED 30,000 while the other prices a portal with a phone app at AED 150,000. They are quoting different products. If a CRM at AED 12,500 covers what you need, I would rather tell you that than quote you a system.
Why we usually build for the browser first
One codebase runs on the office laptop, the reception iPad and the warehouse phone. One release. Everyone has it. A phone app earns its cost when technicians lose signal, drivers need push alerts or customers open it weekly, and it can be added later on the same back end.
When the cheaper product is the right one
A business short of enquiries needs a website, not a portal. If a ready-made tool already fits your process, our custom software versus SaaS comparison shows when renting beats building. An online store is a different budget, set out in our e-commerce cost guide for Dubai.
| You need… | What it is | Our price range (AED, excl. VAT) | Timeline |
|---|---|---|---|
| More enquiries from Google and WhatsApp | Business website | 2,900–17,000 | 1–3 weeks |
| Leads, follow-ups and a sales pipeline | Custom CRM | 12,500–88,000 | 4–8 weeks |
| Staff or customers log in to book, approve or track work | Custom software (web app) | 24,500–245,000 | 6–16 weeks |
| Stock, purchasing, invoicing and approvals in one system | ERP-style custom system, or a package such as Odoo or Zoho | 24,500–245,000 for the custom build | 6–16 weeks |
| The same system on phones, with push alerts or offline use | Mobile app on the web app's back end | 17,000–108,000 | 4–12 weeks |
Brochure sites are priced in our website cost guide for Dubai and phone apps in our mobile app cost guide.

If what you need is a CRM or an ERP-style system
Custom CRM: AED 12,500–88,000, built in 4–8 weeks
Apptunix.ae puts ERP and CRM work at AED 100,000–1,000,000, and Apptunix starts it at AED 146,000. Those figures assume an enterprise suite's modules, which a 15-person sales team never opens. A CRM built around your own sales stages carries leads, follow-up reminders, a pipeline per salesperson and the reports the owner reads. Builds are covered on our custom CRM development page; packaged CRMs are compared in our UAE CRM software guide.
When a custom ERP-style system beats Odoo or Zoho
Custom wins when the process is what sets you apart and a package would make staff work around it: a contractor's chain of approvals, a trading company's own pricing rules, a service firm's job sheets. It also wins when you would pay per-user licences for 40 staff who each use one screen. The build sits inside the custom software range, AED 24,500–245,000.
When the package wins
If your accounting, payroll and VAT returns run the way everyone else's do, buy them. Plenty of businesses keep Zoho Books or Tally for the accountant and commission only the part that is theirs. If the new system must pass data to that software, name it in the brief so the quote says how it is covered. Licence prices and three-year costs are in our ERP price guide for UAE small businesses.
Chatbots, and larger AI work
A website or WhatsApp chatbot that answers enquiries and hands over to staff costs AED 4,900–59,000 on our list. Apptunix starts AI at AED 150,000 and Wisdom IT Solutions at AED 275,000 because they mean larger systems, which we price as custom software. See our AI chatbot development page.

What six Dubai agencies publish as software prices (read 12 Oct 2026)
Figures as each guide published them; dollar-only figures stay in dollars. None of the six states its own price, so read their tables as market estimates.
Why do Dubai software quotes run from AED 25,000 to AED 1.8 million?
AED 25,000 and AED 146,000 are each presented as a starting price. Several guides convert dollar tiers built for enterprise clients: Appinventiv's basic tier is USD 40,000–60,000, shown as AED 146,000–220,000. Some add a separate discovery phase; Wisdom IT Solutions puts discovery alone at AED 15,000–40,000, often credited against the full project, it says. None has a tier for a 30-person company replacing its spreadsheets. The lowest rung is an MVP, a startup's first product.
Why one guide can give two prices for the same work
Apptunix's table starts enterprise ERP and CRM work at AED 146,000, while its FAQ puts a CRM at AED 50,000–550,000+. Decipher Zone's quick answer gives a mid-level business application as AED 146,000–600,000, while its own tier table starts that tier at AED 250,000.
| Guide (published) | Lowest figure | Highest figure | Web app or MVP line | Currency |
|---|---|---|---|---|
| Appinventiv (23 Sep 2026) | AED 146,000 | AED 1.8M+ | Basic AED 146,000–220,000, 3–6 months | AED and USD |
| Apptunix (24 Sep 2026) | AED 29,000 (basic web app); overall range from AED 36,000 | AED 550,000+ (AI to AED 1M+) | Basic web app or MVP AED 29,000–55,000 | AED and USD |
| Wisdom IT Solutions (13 Mar 2026) | AED 40,000 | AED 1.8M+ | Simple internal tool AED 40,000–90,000 | AED |
| Apptunix.ae (23 Sep 2026) | AED 25,000 | AED 1M (ERP/CRM) | Web application AED 50,000–250,000 | AED |
| Decipher Zone (6 May 2026) | AED 80,000 | AED 1.8M+ | MVP AED 80,000–250,000, 2–4 months | AED and USD |
| Seasia Infotech (6 Apr 2026) | USD 30,000 | USD 150,000+ | Internal tool or MVP USD 30,000–50,000 | USD only |
| Codingclave (price list, 11 Oct 2026) | AED 24,500 (custom software); CRM from AED 12,500 | AED 245,000 | Custom software AED 24,500–245,000, 6–16 weeks | AED |
Published Dubai guides start between AED 25,000 (Apptunix.ae) and AED 146,000 (Appinventiv), almost six times apart. Codingclave's list starts at AED 24,500 for custom software and AED 12,500 for a CRM, excluding VAT.

Where a web app lands between AED 24,500 and AED 245,000
When I price a web app, I ask for the spreadsheet it replaces before anything else. The tabs, and who edits them, tell me more than a feature list. Builds usually land in one of these four places; your written quote fixes yours.
Near the bottom: one job, one kind of user
Picture a facilities company that schedules its annual maintenance contract visits in Excel. It needs contracts, a visit calendar, a job sheet for the technician, search and an export. A few screens, no integrations, English only. That is close to the bottom of the range.
Lower-middle: an approval rule
A manager signs off any quotation over a set amount. That one rule is the cost. Around it sit sales staff raising quotations, accounts seeing only approved jobs, and PDFs on your letterhead. The screens stay simple; the rule touches every screen where money moves.
Middle to upper: customers log in too
Customers book, pay or track a job while staff work the same records from the other side. Integrations arrive here, such as a Telr or N-Genius payment or Property Finder and Bayut feeds. Add Arabic right-to-left and five years of records to migrate, and you are in the upper half of the range.
Near the top: branches, tenants and heavy reporting
Several branches with a combined view for the owner, or a SaaS product where each client company sees only its own data, with month-end reports finance can sign off. A mobile app on top is priced separately.
Split the wish list first: what launch day needs, and what can wait until staff have used the system for a month. The launch-day list decides where you land in the range.

What you can verify today
Accounts, code and payment
Accounts are opened in your company's name, as in the scope clauses. Three AED invoices, wired from your company's bank to our AED account: 40% to begin, 40% at the agreed mid-project checkpoint, 20% at go-live. Final payment makes the source code and IP your company's.
After launch
A bug in our code, say an approval routed to the wrong manager, is fixed free for six months after go-live. After that, app maintenance comes to AED 1,500–4,500 a month; AED 200–600 covers hosting and support only.
06of 9
Six lines that move a quote more than the hourly rate
Most of the gap between two quotes sits in these six lines, not in the hourly rate. Read any quote you are holding against them.
Roles and permissions
Each kind of user adds screens and rules about who sees what. Managers approving up to a limit, with the owner above it, touches every screen where money moves. Count your user types first.
Integrations, named one by one
A line saying the system "connects to your other systems" is not scope. Name each one: the gateway, the instalment provider, the listing portal, the accounting software. We build Stripe, Telr, PayTabs, N-Genius, Tabby and Tamara payments and Property Finder and Bayut feeds, and I read each provider's current documentation and approval steps before putting a number on it. Anything outside that list goes into a quote only after I have read its documentation and said in writing that we can build it.
Records you already have
Old records rarely move by copy and paste. Customers appear twice, dates come in three formats, and Arabic names are spelt two ways. A migration quote should say how your columns map to the new fields, how duplicates are cleaned, and whether you check a trial import against the old sheet before go-live.
Arabic and right-to-left
Mirrored layouts, Arabic labels, records mixing both languages, and PDFs and emails in each. We build right-to-left websites and apps with a bilingual QA pass, quoted on the screens and documents involved, not as a flat percentage.
Reports and exports
A dashboard with five numbers is quick. Month-end reports by branch, salesperson and product are not: each is its own small spec of filters, totals, rounding and the export format your accountant wants. That is where small extra requests pile up.
Who writes the scope
A vendor writing the scope from a 20-minute call prices its own guesses. A one-page brief from you (what it replaces, who uses it, must-haves, connections, Arabic or not) makes quotes comparable.
What is the hourly rate for a software developer in Dubai? The agency guides give AED 90–180 (Apptunix), AED 100–600 by seniority (Decipher Zone) and about AED 300 (Wisdom IT Solutions). A rate means nothing without the hours. At AED 90, 1,000 hours is AED 90,000; at AED 300, 250 hours is AED 75,000. We quote a fixed AED total for a written scope instead; only a change of scope moves it, not our hours. Rate tables are in our guide to outsourcing from Dubai to India.
Send us a quote you already have and we will show which line drives the price. Share it on WhatsApp.

Hiring a developer in Dubai instead of commissioning one
Four months of the UAE's average software engineer base pay comes to AED 25,364 on Indeed's figures (AED 6,341 a month from 139 salaries, updated 30 Sep 2026; Dubai AED 6,223), about the bottom of our custom software range. That is before the visa, insurance, equipment and gratuity, and it buys one person with no designer, tester or project manager. Four months later you have an employee and perhaps a finished system. A commission ends with a handed-over product.
An agency salary figure without a source
Apptunix.ae puts a good full-stack developer in Dubai at AED 22,000–30,000 a month and cites nothing, about three and a half times Indeed's UAE average. An unsourced number should not decide hire versus commission.
What the employer adds
After a year's continuous service, a full-time foreign employee earns end-of-service gratuity under Article 51 of the Labour Law. That is 21 days' basic wage per year for the first five years, then 30 days a year, with the total capped at two years' wage (u.ae, read 12 Oct 2026). The employer also provides health insurance as part of the residence visa; confirm the policy with your PRO or insurer.
What one hire does not cover
One developer writes code. Someone still designs screens, tests releases, manages scope and covers leave, sickness or a resignation. If you want ongoing developer time without a visa or an employment contract, the full year-one costing is on our dedicated developers page.

Three facts the Dubai guides got wrong or left undated
Checked on 12 October 2026 against the sources named. This is scoping knowledge, not legal or tax advice.
Where your data sits
If a contract, a regulator or your own policy needs data kept in the UAE, write the cloud region into the signed scope rather than assuming it. The UAE region (me-central-1) is opt-in, so whoever owns the AWS account has to switch it on. That should be you. Our scope names the region before you sign.
PDPL, DIFC and ADGM
The federal law is Federal Decree-Law No. 45 of 2021. DIFC and ADGM run their own data protection regimes for entities licensed there, so check which one your licence falls under before anyone drafts a clause.
E-invoicing and the system you commission
If your new system raises tax invoices, agree with your Accredited Service Provider and tax adviser how invoice data reaches it before the scope is fixed. Any e-invoicing work on our side appears as a named line in the signed scope.

| Cloud region inside the UAE | Decipher Zone names AWS Middle East (Bahrain) for UAE data residency | Amazon lists me-central-1, Middle East (UAE), with 3 Availability Zones. It is opt-in. Middle East (Bahrain) is a separate region, me-south-1, in Bahrain. | AWS Regions documentation, read 12 Oct 2026 |

Four clauses to put in the signed scope
Who owns the source code, the cloud account and the domain when the project ends? Whoever the contract names. Buyers remember the NDA, but these four clauses protect you more. NDAs and escrow are covered in our outsourcing guide.
A PDPL transfer clause
Letting a developer outside the UAE see your customers' data is a transfer abroad, so the contract needs the PDPL clause described in the FAQ below. Have a UAE data-protection lawyer word it, and keep the developer on sample data wherever the work allows.
IP and source code assigned to your company
Require a clause assigning the code, designs and database structure written for you to your company, with open-source libraries listed under their own licences. In ours, it all becomes your company's on final payment.
Every account in your company’s name
You open every account in your company's name: cloud, domain, Git repository, Apple and Google developer accounts, gateway and WhatsApp API keys. We build on them and hand every login back, so changing developer later means sharing access, not migrating systems.
Region, payments, warranty and support in writing
Where the data sits, how payments are staged, how long bugs are fixed free after launch, and what support covers next all belong in writing, in any scope you compare. Ours: no more than 40% before the agreed milestone, and six months of free fixes.
Want these four clauses in your scope? Send your brief on WhatsApp and we will add them to the scope for your lawyer to check.
