Selling WhatsApp marketing in West Bengal: what buyers actually ask me

I run PayPerWA from Lucknow. West Bengal enquiries come down to two questions: will it work in Bangla, and what does one message really cost. Here is what I tell people in Kolkata, Howrah, Siliguri and Durgapur.

Bangla is not optional here

As of Census 2011, 86.22 percent of West Bengal speaks Bengali as a first language. Hindi is 5 percent, Santali 2.66, Urdu 1.82 and Nepali 1.26. People here read Bangla and notice when a business does not bother.

Meta's template system supports Bengali as both bn and bn_IN, so I submit Bangla templates for approval exactly as I do Hindi ones. Nepali is not on Meta's template list, so for the Darjeeling and Siliguri hills messages go out in English or romanised Nepali.

The calendar decides when money is spent

The British Council mapped Durga Puja's creative economy at about Rs 32,000 crore in 2019, which was 2.58 percent of the state's GDP. Kolkata alone hosted around 3,000 community pujas in 2022. This year Puja runs 16 to 21 October, and sari shops, sweet makers and jewellers want broadcasts out in the last ten days of September.

The second peak is Poila Boishakh, 14 or 15 April, when traders open a new ledger and invite regular customers for sweets. That Haal Khata invitation used to be a printed card; on WhatsApp it is one template with a shop photo and a button.

Two peaks and long quiet stretches are why I push pay-per-message here. Nobody wants Rs 2,799 a month for a platform they use twice a year.

Who buys this in West Bengal

West Bengal had 88.67 lakh MSME units in the NSSO's 73rd round, second only to Uttar Pradesh. The buyers this fits sit in a few places:

  • Burrabazar, with more than 50,000 merchants, where wholesalers want price lists and dispatch confirmations sent to retailers rather than consumer promotions.
  • Metiabruz, where the readymade garment cluster says Kolkata is the number one production hub for kidswear and sells entirely in the domestic market. Catalogue broadcasts to out-of-state retailers before each season are the main use.
  • Sector V in Salt Lake, about 1,500 companies and roughly 2.6 lakh IT and ITeS professionals across Kolkata, where firms need utility templates and the REST API more than the campaign sender.
  • Howrah's light engineering units around Belilios Road and the Liluah foundries, where it is quotation follow-ups to a few hundred buyers, not bulk marketing.
  • Siliguri, the gateway to the Northeast with New Jalpaiguri as the region's largest railway station, where distributors send stock lists to shops in Sikkim and Assam.
  • Coaching institutes. WBJEE had 1,01,643 candidates in 2025, down from 1,42,694 the year before, and Madhyamik crosses ten lakh every year. Fee reminders and result alerts are utility messages, the cheap category.

What a message costs in 2026

Meta moved to per-message billing on 1 July 2025 and raised India's marketing rate again on 1 January 2026. The figures other platforms publish for India right now:

Remote from Lucknow, or someone in Kolkata?

Can I send my campaigns in Bangla script, and will Meta approve a Bangla template?
Yes. Meta's template system lists Bengali twice, as plain bn and as bn_IN for India, and I submit West Bengal templates in Bengali script the same way I submit Hindi ones. Approval time is the same, usually minutes to a few hours. Mixed Bangla-English copy also passes as long as the category is honest. What I ask clients to avoid is machine-translating a Hindi campaign into Bangla; a Gariahat boutique's customers notice. If your customer base is split, say a Burrabazar wholesaler with Marwari buyers and Bengali retailers, we keep two templates and tag contacts by language so each person gets one message in the language they read.
My shop sells mostly around Durga Puja and Poila Boishakh. Does pay-per-message make sense when I am quiet for months?
This is exactly the case it was built for. I distribute from Siliguri to retailers in Sikkim, Assam and a few in Nepal. Does sending across the border cost more?
Within India, no. A Siliguri wholesaler messaging a shop in Gangtok or Guwahati pays the Indian rate; Meta does not care about state lines. Nepal is different. Meta bills by the recipient's country code, so a +977 number is charged on Nepal's rate card, not India's, and the per-message figure is different. I check the current Nepal rate with you before the first broadcast, and I set up a separate tag for Nepal contacts so that cost shows on its own in the wallet report. Often a plain utility message or a reply inside the free 24-hour window does the job for those shops. The platform fee from my side stays Rs 0.20 regardless of country.
