What I have learned selling hotel software into Tamil Nadu

Checked

I run Codingclave from Lucknow and have not stood behind a front desk in Tamil Nadu. These notes are what the state's own data and licence rules mean for a hotel buying software.

Tamil Nadu is a pilgrim and heritage market first

The state tourism department counts 36.30 crore domestic tourist visits in 2025 and 16.87 lakh foreign visits, up from 30.68 crore and 11.61 lakh in 2024. The district table for January 2026 shows where the hotels actually are:

District (January 2026) Domestic visits Foreign visits
Tiruchirappalli (Srirangam) 36.7 lakh 15,577
Coimbatore 31.6 lakh 6,823
Ramanathapuram (Rameswaram) 30.9 lakh 5,576
Madurai 24.9 lakh 16,372
Chengalpattu (Mamallapuram) 20.2 lakh 72,653
Chennai 10.7 lakh 46,622

So the typical buyer here is not a resort owner. It is a lodge or mansion near a temple, with pilgrims arriving by bus, paying cash or UPI, and leaving after one night. For them I turn the channel manager off and put front desk, room status and GST billing first. The OTA and Form C conversation belongs to Chengalpattu, Chennai, Thanjavur and Nagapattinam (Velankanni), the four districts with the most foreign visits.

May 2026 was the biggest month this year at 4.40 crore domestic visits: the Ooty and Kodaikanal season plus school holidays. The Nilgiris district administration still carries an e-pass link on its homepage, so hill guests arrive already registered.

GST changed on 22 September 2025

The 56th GST Council moved hotel accommodation up to Rs 7,500 per unit per day from 12 percent with ITC to 5 percent without ITC. A lodge charging Rs 1,500 to Rs 4,000 in Trichy or Madurai sits entirely under the slab. I set the rate per room tariff and keep restaurant bills separate, because room service on the folio and a plate of pongal at the counter need different headings in the return.

If you are building rather than running, Tamil Nadu Tourism Policy 2023 gives Category A projects (up to Rs 50 crore in eligible capital assets) a 25 percent capital subsidy, capped at Rs 1.5 crore for small and medium enterprises, plus up to Rs 24,000 a year per employee for three years as payroll incentive if you employ more than 20 people. That paperwork wants occupancy and headcount figures, which the reports module produces.

Licences a Tamil Nadu hotelier has to keep alive

  • Greater Chennai Corporation's July 2024 trade licence resolution, under the Tamil Nadu Urban Local Bodies Rules 2023, puts lodging houses, mansions, guest houses and service apartments at Rs 5,000 a year up to 1,000 sq ft, Rs 15,000 to 5,000 sq ft and Rs 25,000 above. Restaurants sit on a separate Rs 5,000 to Rs 20,000 slab.
  • The Tourism Operator Registration Scheme (tntourismtors.com) had issued 941 homestay and bed-and-breakfast registrations by the 2024-25 policy note. In Pollachi or Kotagiri, OTAs ask for that certificate.
  • Form C for every foreign guest, now including OCI cardholders.

The software stores each licence with its expiry and sends a WhatsApp reminder a month ahead. It does not renew for you.

Tamil on screen

The staff interface is in English. The bill header, WhatsApp confirmations and booking page can carry Tamil. A fully Tamil staff menu is custom work, quoted separately.

Remote from Lucknow, or a Chennai vendor?

I work over WhatsApp and video calls in the same time zone, load your room list and rate plans from whatever Excel or register you keep, and train the front desk over a screen share. The live demo is open before you pay. The yearly cloud plan is Rs 22,000, about two months cheaper than monthly.

Choose a local vendor if you need key-card locks, POS printers or CCTV installed and serviced on site, or if your staff want a Tamil-speaking trainer in the room for a day. For the software itself, distance is not the obstacle. The honest reason a lodge says no to any software, mine included, is that the register book works, and that is fair.

Common questions

Our lodge in Madurai charges Rs 1,800 to Rs 4,500 a night. What GST rate does the software apply after the September 2025 change?
Since 22 September 2025, hotel accommodation priced at Rs 7,500 or less per unit per day is taxed at 5 percent without input tax credit, down from 12 percent with ITC. Rooms above Rs 7,500 stay at 18 percent. I set the slab per room tariff, so a Rs 2,000 room bills at 5 percent and a suite you push to Rs 8,000 during Chithirai festival bills at 18 percent, without the front desk thinking about it. CGST and SGST split for Tamil Nadu guests, IGST for a company billed in Bengaluru. One caveat: with no ITC on the 5 percent slab, the GST you pay on supplies is a cost, and the reports show it as one.
We run a 30-room lodge near the Rameswaram temple. Most guests are walk-in pilgrims paying cash. Do we need all the OTA and channel manager features?
No, and I will not pretend otherwise. Ramanathapuram logged 30.9 lakh domestic visitors in January 2026 alone against 5,576 foreign ones, so your business is check-in speed, room status and a clean GST bill, not Booking.com sync. I switch the channel manager off, keep the front desk, housekeeping and billing modules, and set cash as the default payment mode with UPI a tap away. Where the software earns its price for a lodge like yours is the night audit and the occupancy report by day, which tells you what to charge on festival days and in the summer rush. The Rs 2,500 a month plan is the one I would suggest, not the one-time licence.
We get foreign guests in Mamallapuram and Chennai. Does the software file Form C for us?
It captures what the form needs at check-in: passport number, visa type and number, date of arrival in India, nationality and next destination. It does not log into the Bureau of Immigration portal and submit for you; that portal has no public API and I will not script a government login. You export the guest record and file it yourself. One change worth knowing: the Bureau now requires Form C for all foreigners including OCI cardholders under the Immigration and Foreigners Act, 2025. OCI holders were exempt earlier, so update the front desk checklist. Chengalpattu district, which includes Mamallapuram, had 72,653 foreign visits in January 2026, the most in Tamil Nadu, so this is routine there.
