Housing Society App in Ahmedabad

I sell this app from Lucknow, and "society" means something different here. In Noida it means a tower with a gate. In Ahmedabad it usually means a registered co-operative, often of bungalows or tenements, with an auditor and a file at the Registrar's office.

Your society is a co-operative first, a building second

Almost every Ahmedabad housing society is registered under the Gujarat Co-operative Societies Act, 1961, and run under the 1965 Rules. Housing societies report to the District Registrar (Housing) at Naranpura, covering the AMC area and Ahmedabad Rural; other co-operatives go to a separate office at APMC Vasana.

Registration brings duties a WhatsApp group cannot meet. Section 84 requires a statutory audit every year, graded under Rule 38B. One complaint can still bring a Section 87 inquiry and a Section 107 notice, as a 2024 High Court case showed for a society with Grade A audits from 2005-06 to 2012-13. The Act was amended twice in 2024, the Rules in 2024 and 2025. I set the app up so the AGM notice, audit report and resolutions go out as dated circulars, because when the Registrar asks, the committee must show what members were told and when.

Redevelopment is the live question in the older belts

Section 41A of the Gujarat Ownership Flats Act, added by the 2018 amendment and in force from May 2019, sets the rule: 75 percent written consent of flat owners, plus either 25 years since the development permission or an AMC declaration that the building is dangerous.

Swami Vivekanandnagar in Vejalpur, 78 flats across 11 blocks with building permission from 1969, had 74 members in favour and still went to the High Court in 2022 over the four who refused. Shilpalaya in Vasana, built in 1985, had 218 of 228 members signed up and was there in 2024. Both petitions were allowed, and in both the record of who agreed and when carried the case. A poll in the app gives a committee that running count before it pays an architect.

The impact fee file

Many older societies have a common plot that got built on. The Gujarat Regularisation of Unauthorised Development Act, 2022 lets owners regularise this for an impact fee, and AUDA hosts the forms: Form A application, Form F structural stability certificate, Form G fire safety, Form H undertaking. The app can broadcast the forms and track who has submitted; the certificate is an engineer's job.

Where the new societies are

The west has moved far past Satellite and Prahlad Nagar. AUDA covers 1,866 square kilometres, and in 2021 Bopal, Ghuma, Chiloda, Naroda gam and land from seven other villages, 39 square kilometres in all, moved from AUDA into AMC. That belt along SG Highway and south of Bopal is where most new societies are forming. GIFT City had 939 registered entities by June 2025, but only 22 percent of its planned built-up area is residential, so few societies yet.

Maintenance and GST

CBIC's Circular 109/28/2019 says the GST exemption on maintenance holds only while charges stay at or under Rs 7,500 per member per month; above that the whole amount is taxable. The Madras High Court quashed that point in 2021 and said only the excess is taxable, but a Madras ruling does not bind officers in Gujarat. Bungalow societies are nowhere near the limit. SG Highway towers sometimes are, and for them GST is its own line in the parent billing module.

Pick a local vendor if you need boom barriers, biometric gates or intercom hardware installed, or if your committee wants someone who can sit in the AGM. For the software, distance is rarely the problem; the ledger is.
