Selling fintech software in Kolkata: the state rules and buyers nobody mentions

Checked

I run Codingclave from Lucknow, where we have built software since 2017. These are my notes for anyone in Kolkata buying lending, payments or back-office software.

Who actually asks for fintech software here

Kolkata is a microfinance city before it is a payments city. Bandhan started as an NGO here in 2001, became a bank in August 2015, and had close to 6,350 banking outlets as of 30 June 2026, with 73 percent of its branches in rural and semi-urban areas. VFS Capital, incorporated in 1994 and in microfinance since 1996, sits in New Town. Arohan, a West Bengal company from 1991, reports loans to 2.4 million households. When a lender here asks for "the MFIN report" they mean the quarterly Micrometer (the June 2026 edition came out on 1 September 2026), and your portfolio exports should match its cuts.

So most of the Kolkata enquiries I get are not payment gateway startups. They are small NBFCs, credit societies, daily-finance lenders and trading-firm back offices who want a loan ledger, a field collection app, Bengali receipts and a clean audit trail.

Where the buyers sit

Buyer type Where in the city What they usually need
Microfinance and small NBFCs New Town, Salt Lake Sector V, Rajarhat Collection app, repayment schedules, MFIN and bureau exports
Trading-firm back offices Burrabazar (50,000-plus merchants), Posta Billing, ledgers, UPI reconciliation, GST reports
Brokers, advisers, insurers B. B. D. Bagh, Lyons Range, Park Street Client ledgers, KYC, statements, compliance reporting
Co-operative credit societies Across Kolkata, Howrah, North and South 24 Parganas Member passbooks, share capital, deposits and loan EMIs

B. B. D. Bagh still holds the RBI's eastern office, Standard Chartered, HSBC and the Bengal Chamber. The Calcutta Stock Exchange on Lyons Range has had no trading since 2013, though the state proposed its revival in the 2026-27 budget. The broker offices around it never left. The ones that call me run on spreadsheets and old desktop software and want a client ledger that prints statements.

The state rule that catches first-time buyers

Kolkata buyers carry a memory that Mumbai buyers do not. Saradha collapsed in April 2013 with about 1.7 million depositors. The state's response, the Protection of Interest of Depositors in Financial Establishments Act (West Bengal Act XXIX of 2013, notified 14 May 2015), created a Competent Authority and a Designated Court with powers to attach property, and the 2016 Rules added Form-I on commencement and a quarterly Form-II. If your structure falls under it, I design the data model so Form-II comes out of the system.

Two smaller state items matter. Profession tax runs in monthly slabs from nil to Rs 200, so a payroll module here needs the state table. And the Bhabishyat Credit Card Scheme gives collateral-free, subsidy-linked loans to people aged 18 to 55; its portal showed 250,083 applications and 53,750 sanctions. If you lend to small traders, check for it at underwriting.

The local supply side

Sector V had about 1,500 companies in 2021 and 12.3 million square feet of Grade A office space by 2023, and IT firms across the city employ more than 260,000 people. HIDCO's FinTech Hub in New Town had 28 financial and legal institutions in place as of 2022, with PNB, HDFC Bank, Axis Bank and SBI among those investing there. Most local lending software I am asked to replace is per-branch desktop software with a yearly AMC.

A Kolkata vendor is the better choice if you want someone in your Burrabazar office every disbursement day, or you run one branch and will stay that way. We are the better choice if you need a web and mobile system across branches, want the state filings and RBI formats built in, and are fine with WhatsApp and screen-share instead of a visit. Same time zone, I answer the chat myself, and the billing, payroll and HRMS products on this page have live demos. For anything that takes deposits, I ask for one call with your auditor or lawyer before quoting, because the filing calendar decides the scope.

Common questions

We take deposits from members in Kolkata, not through a bank. What does the West Bengal depositor law mean for our software?
After Saradha collapsed in April 2013, taking roughly 1.7 million depositors with it, the state passed the West Bengal Protection of Interest of Depositors in Financial Establishments Act (Act XXIX of 2013, notified 14 May 2015). The 2016 Rules add a filing routine: Form-I to the Competent Authority when you start, an update within seven days of any change, and a quarterly Form-II within a month of each quarter end showing your business, financial position and where the money is invested. Whether your structure counts as a financial establishment is a question for your lawyer. If it does, I build the Form-II data pull and the quarterly reminder into the system, so the filing is a button, not a scramble.
Our collection staff and borrowers in Howrah and the 24 Parganas read Bengali. Can the app and receipts be in Bengali?
Yes, and I treat it as part of the scope, not an add-on. Bengali and English are West Bengal's official languages, with Hindi and Urdu among the additional official languages, so for Kolkata lending work I ship the field app, receipts, SMS and WhatsApp templates in Bengali with English in the back office, and let the admin switch either way. I do not machine-translate loan terms. Someone on your side who talks to borrowers reviews the strings, because words like moratorium, processing fee and overdue have local usage that a dictionary gets wrong. Budget about a week extra on a mid-sized build for this.
We are a small company in Sector V with 40 staff. Does your payroll product handle West Bengal profession tax?
It does. West Bengal deducts profession tax under its 1979 Act in monthly slabs that have been in place since 1 April 2014: nil up to Rs 8,500, Rs 90 to Rs 10,000, Rs 110 to Rs 15,000, Rs 130 to Rs 25,000, Rs 150 to Rs 40,000, and Rs 200 above that. The payroll software on this page (Rs 19,999 one-time or Rs 1,999 a month) applies these slabs alongside PF, ESI and TDS, and has a live demo. If the state changes a slab, you edit one table. A stale state tax table is the most common fault I find when I take over someone else's payroll system.
