The 2026 Jharkhand Coaching Act, and what it means for your LMS

Checked

I sell the LMS to Jharkhand from Lucknow over WhatsApp. Since March 2026 the first question from any Ranchi or Dhanbad centre owner is about the coaching law, so here is what the Act says and where the software fits.

The Coaching Act is now the real reason to buy an LMS

The Jharkhand Coaching Centre (Control and Regulation) Act, 2025 was published in Jharkhand Gazette No. 77 on 2 March 2026 as Act No. 1 of 2026 and is in force from that day. The parts that touch software:

  • "Coaching" means tuition to more than 50 students in physical, online or hybrid mode (Section 2). A Telegram batch of 200 JSSC aspirants is a coaching centre under this Act.
  • Registration asks for your assessment mechanism in online, offline or hybrid mode with stored results, computerised daily attendance for every student, an exit and fee refund policy, and three years of CA-audited accounts (Section 13).
  • Every student gets a CED-ID and every tutor a CTR-ID on the state web portal. Tutors must be graduates, and their CTR-IDs must be displayed on your official website (Sections 14, 16 and 17).
  • Once registered, you share a monthly attendance, progress and assessment report with each student and log it against their CED-ID on the portal (Section 17).
  • Classes run only between 6:00 AM and 9:00 PM, and every centre must engage a certified mental health counsellor with a CMC-ID (Section 15).
  • Penalties go up to Rs 5,00,000 for a first violation and Rs 10,00,000 for a second, then cancellation (Section 26).

A spreadsheet and a WhatsApp group will not produce a monthly per-student attendance and assessment report. An LMS does, as a by-product of normal use, and that export is now the first thing I show in a Jharkhand demo. Read the Act yourself or ask your CA; I sell software, not legal advice.

The bank guarantee depends on who governs your address

You post a six year Performance Bank Guarantee: Rs 5,00,000 inside a Municipal Corporation, Rs 1,00,000 inside a Municipality or Notified Area Council, Rs 50,000 elsewhere. Jharkhand's Municipal Corporations are Ranchi, Dhanbad, Chas, Deoghar, Adityapur, Mango, Hazaribagh, Medininagar and Giridih. Jamshedpur city proper is governed by the Jamshedpur Notified Area Committee, so a centre inside JNAC limits is in the Rs 1,00,000 band and one across the river in Mango is in the Rs 5,00,000 band.

The exams the centres actually coach for

JAC Class 10 and 12 theory papers started on 3 February in 2026, so December and January are when recorded classes and mock papers get the heaviest use.

JSSC CGL is the truly local piece. Paper 2 is a regional or tribal language paper: 100 questions, 3 marks each, minus 1 per wrong answer, 2 hours, 30% to qualify. Candidates pick one of 12 languages: Urdu, Santhali, Mundari, Ho, Nagpuri, Khadia, Kurukh, Kurmali, Khortha, Panchpargania, Odia or Bangla. Our quiz builder scores that pattern and takes any Unicode text, so a Khortha or Nagpuri question bank displays as typed. The interface itself is Hindi and English.

Fees, loans and instalments

The Guruji Student Credit Card lends up to Rs 15 lakh at 4% simple interest over 15 years with no collateral, but only for NIRF-ranked or A-graded institutions, so as I read it coaching fees stay out of pocket. Plan for fees in UPI instalments rather than one lump sum. The LMS supports partial payments and reminders, and the same fee ledger is the evidence behind the refund policy the Act asks you to publish.

Remote from Lucknow, or a local vendor?

We serve Jharkhand entirely remotely: a 15 minute guided demo on a shared screen, setup on your domain in a couple of days, training over WhatsApp video, same time zone support, and a GST invoice with IGST since we bill from Uttar Pradesh. No Jharkhand surcharge.

Pick a Ranchi or Jamshedpur vendor if you want someone in your office every week, biometric attendance hardware installed, or help walking your file through the District Committee. Pick us if you want the Act's reports exportable from day one and a founder who answers the WhatsApp.

Questions we get from The 2026 Jharkhand Coaching Act, and what it means for your LMS buyers

My coaching centre in Ranchi has about 120 students. Does the new Jharkhand coaching law apply to my online batches too?
Yes. The Jharkhand Coaching Centre (Control and Regulation) Act, 2025 defines coaching as tuition given to more than 50 students in physical, online or hybrid mode, so an online batch counts the same as a classroom one. The registration application asks for your assessment mechanism in online, offline or hybrid mode, computerised daily attendance for every enrolled student, an easy exit and fee refund policy, and CA-audited accounts for three financial years. I set the LMS up so the attendance log, test records and fee ledger export straight into that paperwork. Please read the Act yourself or ask a local CA; I am a software vendor, not a lawyer.
We are in Jamshedpur. Which bank guarantee band are we in, and does the LMS help with the registration file?
It depends on which body governs your address. The Act asks for Rs 5,00,000 inside a Municipal Corporation, Rs 1,00,000 inside a Municipality or Notified Area Council, and Rs 50,000 elsewhere. Jamshedpur city proper is run by the Jamshedpur Notified Area Committee, while Mango and Adityapur are Municipal Corporations, so two centres a few kilometres apart can fall in different bands. Confirm your own band with the District Committee. On the file itself, the LMS gives you the pieces the application asks for: a daily attendance record, an assessment mechanism with stored results, and a fee ledger that backs your refund policy. The bank guarantee and audited accounts are your CA's job, not mine.
Our students write JSSC exams with a regional language paper. Can the LMS handle Santhali, Khortha or Nagpuri question banks?
It can, with one honest caveat. The student app and admin panel ship in Hindi and English. Question text, options and PDFs can be in any language your content team can type in Unicode, so Khortha, Nagpuri or Santhali questions display exactly as entered, and the quiz engine applies the JSSC pattern of 3 marks per correct answer and minus 1 per wrong one. What we do not have is a translated interface in those languages. For most Jharkhand centres that is fine, because staff read the menus and students care about the questions.
