LMS (Learning Management System) in Bihar

Who actually buys an LMS in Bihar

Almost every enquiry from Bihar is a coaching institute, not a school or a corporate. Patna Press estimated in June 2026 that more than 6,000 coaching institutes operate in Patna, while the district had only 574 registered under the Bihar Coaching Institute (Control and Regulation) Act, 332 of them since 2019. The clusters named in that reporting are Boring Road, Kankarbagh, Rajendra Nagar and Lodipur. Khan Sir's institute is in Musallahpur Hat; PW OnlyIAS sits in GV Mall on West Boring Canal Road and in Naya Tola.

The second buyer is the Hindi-medium teacher with a YouTube audience who wants a paid product. Khan Global Studies, which grew out of Patna, was past 62 lakh subscribers when I checked in October 2026.

An e-Shram analysis reported by Patna Press in August 2026 counted 5.55 lakh registered coaching workers in Bihar, 49,853 of them in Patna, and put monthly revenue above Rs 1,100 crore. The fee norms it cites are Rs 2,500 to 3,000 a month per student in villages and Rs 4,000 to 6,000 in towns.

The exam calendar drives everything

Board batches fill in April and May; BPSC and Bihar Police batches fill the week a notification drops. If you want a mock test series live for the next prelims, start the LMS work three months before, not three weeks.

Regulation that touches the buyer

Bihar was the first state to regulate coaching, in 2010. Registration with the District Magistrate costs Rs 5,000, runs three years, and renews for Rs 3,000. The institute must publish a prospectus listing each course, its duration, lecture count, fee and teacher qualifications. Penalties are Rs 25,000 for a first offence, Rs 1 lakh for a second, then cancellation. After the Delhi basement deaths, the Patna DM ordered 124 centres closed on 9 August 2024, and in June 2026 the District Education Officer announced inspections of every centre registered since 2019. An online arm is a quiet hedge: if a building fails inspection, your batches keep running.

The Bihar Student Credit Card lends up to Rs 4 lakh, interest free since October 2025, but only for professional courses such as engineering, medical, nursing, ITI and polytechnic. It does not fund coaching fees, so do not price around it.

Connectivity and language

Bihar has 8.95 crore internet connections, third in India, but density is 51.65 per 100 people against a national 76.59, and rural is 37 against 129 urban (DoT, August 2026). Build for low bitrate and downloads.

Hindi is non-negotiable. The student app, quiz instructions, certificates and WhatsApp alerts should read naturally in Hindi, with English as the switch. The state's own e-LOTS portal, run by the Bihar Education Project Council with UNICEF support since May 2021, serves textbooks, videos and self-tests in Hindi, Urdu and Maithili and has crossed 1.69 crore views. A Hindi-first interface is the baseline here, not a compromise.

What local vendors offer, and when to pick them

Patna agencies will sell you a white-label app for a one-time fee, usually a reskinned template with hosting bundled. Pick one if you want someone to come to Musallahpur every week and sit with your office staff. That is a real advantage I cannot match from Lucknow.
