Overview

Building that bot costs AED 4,900–59,000 excluding VAT, over 2–6 weeks. Two things set the price: how many real customer questions it must pass, and whether it only reads your content or also writes leads and sends payment links. It runs on Meta, AI and cloud accounts in your company's name.

By Ashish Sharma, founder · Updated 12 October 2026

Quick answer

Is a Dubai AI chatbot a one-off cost, or does it keep billing after launch?

Both. With Codingclave the build is a one-off AED 4,900–59,000 excluding VAT, over 2–6 weeks. A bot that only reads your content sits towards the bottom of that band. One that writes leads into your CRM or qualifies Property Finder and Bayut enquiries sits higher. One that sends payment links sits towards the top. What keeps billing after launch goes to your own accounts, not to us: Meta's per-message fees, model usage on your API key, and hosting.

  • AED 4,900–59,000 ex VAT, 2–6 weeks, a fixed price once your sheet is signed off
  • Answers only from your material and hands over instead of guessing
  • Meta bills per delivered template, in AED since 1 April 2026

Start with the questions your customers sent last week

Before anyone writes a brief, scroll back a week in your WhatsApp and copy ten questions customers sent, or as many as you have, exactly as typed. A brief describes the bot you hope for. Those messages describe what it will be asked on day one, and they become the acceptance sheet that is the scope.

  • Answer, follow-up or staff

Every line is marked answer (naming its source: a page, a PDF, the price list), ask a follow-up (a missing date, area or order number) or hand to staff. Refusal topics get agreed wording: unpublished prices, medical or legal advice, competitors.

  • It never guesses: unknown questions and 23:40 messages go to your staff

When nothing in your material answers a question, the bot says so and hands the chat to a named person with a short summary. Out of hours it sends your agreed message, takes the details and flags the chat for the morning.

  • You write the test

Some agencies advertise a count of edge-case prompts. I'd rather you write the test, because you know what your customers send. We run every line against the live bot with you before go-live, and again after each change.

What moves the price: how many lines the bot must pass, and what it may change

Every chatbot on our price list sits in one band, AED 4,900–59,000 excluding VAT over 2–6 weeks. The permission level sets where in that band a bot usually lands. The size of your acceptance sheet moves it within that, and Arabic adds a second language to every line.

  • It reads: your site, PDFs, price list and FAQ

The bot answers from your material and hands over the rest. The hard part is what isn't there: questions your documents don't answer, a price list that changed last month, refusal topics customers keep pushing on.

  • It writes: a CRM record or a portal lead

The bot also creates records, typically a Property Finder or Bayut enquiry qualified on WhatsApp and saved to your CRM. What breaks here is duplicate leads, missing fields and the CRM being down when a lead arrives.

  • It acts: payment links and lookups

The bot also sends a Telr, PayTabs, Network International N-Genius, Stripe, Tabby or Tamara link after a confirmed quote, or looks up a booking. The sheet tests wrong amounts, expired links and requests about someone else's order.

When I quote a bot, I count lines on your sheet and the permissions you give it, so a read-only bot that must pass 200 bilingual questions can cost more than a CRM bot with 30. Once the sheet is agreed in writing, that price is fixed until you add lines or permissions. Unsure of your level? Send the questions on WhatsApp with a line on what the bot may do.

What you keep if you change developer, and three questions for any builder

A rented chatbot platform is cheaper in month one: Zena lists AED 199 a month for an early cohort, rising to AED 249. There the flows run on the vendor's system, so ask what you can take with you. We build on accounts in your company's name from day one.

  • Can I message a bot you’ve built?

A demo answers questions the builder picked. Before go-live you run your own sheet against your own bot, and sign-off waits until it passes.

  • What does it refuse, and what happens at 23:00?

'It can answer anything' and 'it never sleeps' are the wrong replies. Look for agreed refusal wording and an out-of-hours message that queues the chat for staff.

  • Who do I talk to when it breaks?

During the build, me, on WhatsApp. After go-live, still me, and for six months any bug, say a signed-sheet line that stops passing, is fixed without a bill. New flows are new work.

Every login is handed over, so changing developer means removing my access rather than migrating off a platform. The bot's code, and the IP in it, become yours outright with the final payment. I'd rather keep a client because the bot works than because leaving is hard.

Arabic, Gulf dialect and Arabizi in the same conversation

I don't sign off your Arabic answers; you do. Your customers write Gulf Arabic and Arabizi, and you know which replies sound right to them. So the Arabic lines come from your own chats, and the sheet checks six things.

  • Switching mid-chat

The bot replies in the language of the latest message, or offers a language button and remembers the choice. Your scope sets which.

  • Arabizi

'kam el si3r?' has to be understood. Whether it gets an Arabic or English reply is your rule.

  • Digits and prices

Arabic-Indic (٤٩٠) and Western (490) digits both read correctly, and every AED amount matches your price list.

  • Handover notes

The summary staff see is in the language they read, which may not be the customer's.

  • Right-to-left website widgets

An Arabic chat window on your site runs right to left, checked on phone and desktop.

  • Refusals in Arabic

A refusal that reads politely in English can sound abrupt in Arabic, so each one is approved in both.

The model is chosen by how it performs on your sheet. UAE-built options exist, such as Falcon Arabic, released by Abu Dhabi's Technology Innovation Institute in May 2025 (benchmark claims are TII's own). Fixed Arabic answers come from your team, or the Arabic copy is quoted after a short discovery call.

When a bot stops being a bot and becomes software

When a Dubai business asks me for 'AI automation', the job is usually a bot plus a connection to software it already pays for. Four of those jobs fit the chatbot band.

  • Portal enquiry to qualified lead

A Property Finder or Bayut enquiry gets an approved WhatsApp template, then questions on budget, area and move date. Answers go to your CRM and the agent is alerted. The portal feed itself is a separate job: Property Finder and Bayut integration.

  • Order or booking status

The bot looks up the order by number or phone. If the phone doesn't match the order, it reveals nothing.

  • A payment link after a confirmed quote

Sent through your gateway (payment gateway integration), with the amount taken from the quote, never from the model.

  • An AI receptionist on WhatsApp

After hours the bot takes the name, the request and a callback time, ready for your staff in the morning.

Where one WhatsApp message is stored, and where it is processed

Meta passes each message to your bot server, the server finds matching passages in your documents, and the model may only answer from those; if nothing matches, a person takes over. Follow one message: a customer in Jumeirah asks your WhatsApp number whether a sofa is in stock. It touches four systems, and 'does it stay in the UAE?' has a different answer at each.

  • Stop 1: Meta’s Cloud API

Meta's local storage option lists AE (UAE), set per number before the number is registered; changing it later means deregistering and re-registering, so we decide it in week one. It covers data at rest only. Meta may process a message abroad for up to 60 minutes, and it holds the contact book whatever you choose.

  • Stop 2: the bot server and vector store

Code, indexed documents and logs sit in a cloud account in your name, in a region named in your written scope.

  • Stop 3: the language model

Storage is not processing. Middle East AI News reported in August 2026 that OpenAI switched on UAE inference residency for eligible ChatGPT Enterprise and Edu customers, on GPT-5.2 only; whether it covers your API project is checked and written into the scope. AWS says Claude on Amazon Bedrock in its Middle East (UAE) Region uses global cross-Region inference: requests may be processed in other Regions, while stored data and logs remain in the source Region.

  • Stop 4: your CRM. One rule covers all four stops.

Your CRM keeps leads wherever its vendor stores them. At every stop, personal data leaving the UAE needs a basis under Articles 22 and 23 of the PDPL (Federal Decree-Law No. 45 of 2021): an adequate destination, or one of the listed cases where adequacy is missing. DIFC and ADGM firms answer to their own data protection laws. Your scope names the basis for stop 3, and your adviser confirms it.

What Meta’s WhatsApp rules mean for an AI bot (checked 12 October 2026)

Meta moved WhatsApp to per-message billing on 1 July 2025 and added AED as a billing currency on 1 April 2026, so a guide still quoting per-conversation rates is out of date. This is what Meta's pages said on 12 October 2026; its 1 October 2026 rate-card update does not list the UAE.

  • App, API or both

A bot needs the Cloud API, with your number on a WhatsApp Business Account in your Meta business portfolio. A Business Solution Provider is optional; the Cloud API can be connected directly. Coexistence keeps the number on the Business app too, at a fixed 20 messages per second.

  • What Meta bills, and what is free

Meta charges per delivered template, priced by category (marketing, utility or authentication), volume tier and the recipient's country code. Its pricing page lists no platform fee; a solution provider, if you use one, may charge its own. Free-form replies inside an open 24-hour window cost nothing, nor do utility templates delivered inside it. A chat that starts from a Click to WhatsApp ad or a Facebook Page button opens a 72-hour free window, provided the business replies inside the first 24 hours.

  • Can I put a ChatGPT-style assistant on my number?

Not a general-purpose one. Since 15 January 2026, Meta's WhatsApp Business Solution Terms let AI Providers offer general-purpose assistants only where Meta is legally required to allow them. Meta says the policy 'does NOT change' what it charges other businesses, and the UAE has never been on its AI Provider charge list.

We build to that line: your bot answers about your business and hands over, and if you ask it for a poem it declines. A Custom GPT can help your staff internally; customers on WhatsApp need the confined bot.

When the bot sends first: broadcasts, follow-ups and calls

Answering people who message you is the easy case. Once the bot starts the conversation, through a broadcast, a follow-up or a call, more rules apply. Meta's policy requires a recorded opt-in before marketing templates, and the PDPL sets the grounds for using personal data in marketing; confirm yours with your adviser.

  • Calls: Cabinet Resolutions 56 and 57 of 2024

In force since 27 August 2024, per Clyde & Co: marketing calls only 9:00–18:00, once a day, twice a week if unanswered, never from personal numbers, free-zone firms included. The TDRA approves telemarketers and handles complaints, and consumers can register on the Do Not Call Registry (DNCR). The summaries make no exception for automated or AI calls.

  • Fines, and what isn’t settled

Clyde & Co reports AED 50,000, 75,000 and 150,000 for a first, second and third DNCR breach; another summary gives AED 10,000–150,000. Whether the call rules cover WhatsApp or SMS isn't settled in the summaries I read.

  • What we build, and what we don’t

A timestamped opt-in record, an opt-out keyword, and templates sent only to opted-in contacts. We don't build calling agents. If you buy one elsewhere, these rules still apply to you.

09of 9

Clinic bots: bookings and directions, not symptoms

One Dubai agency page cites HIPAA, a US law. DHA- and DOH-licensed clinics answer to a UAE one.

  • Health questions stay off overseas models

Federal Law No. 2 of 2019 on ICT in health fields, Article 13, bars storing, processing or transferring UAE health data abroad unless the health authority, with MOHAP, permits it. Ministerial Resolution 51 of 2021, effective 16 May 2021, lists the exceptions. So by default a clinic bot doesn't send symptoms to an overseas LLM API.

  • What the bot handles

Bookings, directions, opening hours, insurers accepted and non-clinical FAQs. Anything clinical goes to staff unless your legal adviser confirms a basis: 'how much is whitening?' comes from the price list, 'my filling hurts' goes to reception.

Website and advertising rules for clinics are on our clinic and hospital website page.

How it works

From pasted questions to a bot answering on your number

Start on WhatsApp
  1. You send real questions

Ten from last week, or as many as you have, as customers wrote them, plus the channel.

  2. Sheet, permissions and AED quote

The acceptance sheet, permission level and region per stop, priced in AED. Then 40% to begin, a second 40% when the bot clears a mid-build milestone we name together, and the final 20% at go-live.

  3. Meta verification and your number

Meta Business Verification with the company documents Meta asks for, then the WhatsApp Business Account and number (with the local-storage choice), the LLM API key and the cloud account.

  4. Build on your content

Grounded on your pages, PDFs and price list, with any CRM, portal feed or payment link connected.

  5. Run the sheet together

The bilingual QA pass, a live handover to a named staff member, an out-of-hours test.

  6. Switch on, then hand over

Every login handed over; the sheet becomes the re-test list.

Ask Ashish directly

Ask on WhatsApp

How long does it take to build and launch an AI chatbot?

An AI chatbot takes 2–6 weeks to build on our price list. A website bot answering from a short price list in one language sits at the short end. A long acceptance sheet, Arabic and Arabizi lines, a CRM or portal write and payment links each push it towards six. Meta's Business Verification and template review run on Meta's timeline, so we start both early.

Is a WhatsApp chatbot free to run once it is live?

A WhatsApp chatbot is partly free to run. Meta's pricing page lists no platform fee, and replies inside a customer's open 24-hour window are free, as are utility templates delivered inside it. Marketing templates, and templates that open a conversation outside the window, are charged per delivered message. Model usage on your API key and hosting are separate bills on your own accounts.

Can I keep my WhatsApp Business app and add an AI bot to the same number?

Usually, yes. Meta's Coexistence option puts one number on both the WhatsApp Business app and the Cloud API, so staff keep the app while the bot answers. Meta fixes a coexistence number at 20 messages per second, and some app features, such as group chats, aren't synchronised. If that doesn't fit your volume, the number goes on the API alone, decided before registration.

Is it legal to send WhatsApp broadcasts or use an AI calling agent in the UAE?

WhatsApp broadcasts are legal in the UAE to contacts who opted in, which Meta's policy requires; the PDPL sets the grounds for marketing use of personal data, so confirm yours with your adviser. Marketing calls fall under Cabinet Resolutions 56 and 57 of 2024: 9:00–18:00, once a day, twice a week if unanswered, no personal numbers, a Do Not Call Registry check, and fines up to AED 150,000 per Clyde & Co. The summaries make no exception for AI calls.

Can an AI chatbot reply in both Arabic and English, and understand Arabizi?

An AI chatbot can answer in Arabic and English and read Arabizi, if it is tested on what your customers actually write. Our acceptance sheet takes Arabic and Arabizi lines from your own chats, checks the reply language against your scope's rule, and checks AED amounts in both digit forms. You approve every fixed Arabic answer before go-live.

Can my customers' data stay in the UAE if the bot uses ChatGPT or Claude?

Customer data can be stored in the UAE at most stops, but processing is harder to keep in the country. Meta's UAE local storage covers messages at rest yet allows up to 60 minutes of processing abroad. OpenAI's UAE inference residency was reported for eligible Enterprise and Edu customers, so API eligibility is checked per project. AWS says Claude on Bedrock's UAE Region may process requests elsewhere. Your scope names the region at each stop.

What does an AI automation agency do in Dubai, and what does it charge?

When a Dubai business asks me for AI automation, the job is usually a bot plus a connection to software it already pays for: a portal enquiry qualified on WhatsApp, an order-status lookup, a payment link after a quote. That is the AI chatbot band, AED 4,900–59,000 over 2–6 weeks. If the system is missing, a CRM is AED 12,500–88,000 and an AI web app AED 24,500–245,000; an app with AI features is AED 17,000–108,000.

Which companies build AI chatbots in Dubai, and what should I test before hiring one?

Agencies, rented platforms and self-ranking 'top 10' lists fill the results. Dubai AI (chat.dubai.ae), Digital Dubai's concierge launched in October 2023, and the Dubai Centre for Artificial Intelligence, opened in June 2023 to train government staff, don't build bots for businesses. To check a builder, ask where the model processes your data, whose name is on the account and API key, and what the bot refuses, then run your own questions on it. We are rated 4.9 on Google (76 reviews).
