Overview
We build Shopify, WooCommerce and custom online stores for UAE businesses at AED 5,900–49,000, fixed in writing after a short discovery call. We also work out what the store will cost to run each month at your sales (Shopify plan, Telr or Stripe fees, courier), because over two years that bill can outgrow the build.

Quick answer
How much does an e-commerce website cost in Dubai in 2026, including running costs?
UAE agencies publish store builds from about AED 3,500 to over AED 150,000; ours cost AED 5,900–49,000, set by platform, catalogue size, Arabic and right-to-left work, and integrations. Running costs come on top: Shopify Basic is about AED 118 a month, Stripe charges 2.9% + AED 1.00 per domestic card payment, and Telr charges AED 0–249 a month plus, from AED 10,000 in monthly sales, 2.25–2.45% and AED 0.50–1 per order, with 5% VAT on its fees. At AED 20,000 a month in sales, that is about AED 680–1,370 a month, so year one comes to roughly AED 15,400–66,800 with the build and an e-Trader licence, before hosting, apps, delivery and instalment fees.
- Telr and PayTabs check your trade licence before going live.
- Shopify adds 2%, 1% or 0.6% per order on Telr, PayTabs or N-Genius.
- Tabby, Tamara, N-Genius and PayTabs publish no merchant rates.
- Consumer invoices must be in Arabic; reported penalty AED 100,000.

Three bills, not one: setup, build and the monthly running cost
Most Dubai price guides give build tiers but no gateway or instalment fee rates. A store sends three bills, and over two years the third can outgrow the second.
Bill 1: licence, bank account and gateway approval
Paid to the licensing authority, your bank and the payment providers. Dubai's e-Trader licence is reported at about AED 1,370, and Telr and PayTabs require a trade licence before they activate your account (the order of steps).
Bill 2: the build
Paid to the developer: AED 5,900–49,000 on our list, fixed after a short discovery call (the build table).
Bill 3: running costs, every month
Paid monthly to the platform, gateway, instalment provider, courier and maintainer: about AED 680–1,370 in platform and payment fees alone at AED 20,000 in sales (the costed month).
Selling on Noon or Amazon instead
A marketplace listing skips most of bill 2, but each sale pays a commission from that marketplace's seller fee schedule, and you trade within its rules on branding and customer contact. Some sellers test demand there first; others run both.
This page covers online stores only; for brochure and WordPress sites, see general website development cost in Dubai.

What Dubai agencies quote to build a store, and where our AED 5,900–49,000 sits
Five UAE agencies publish store prices in AED; we read each on 11 October 2026. Five things move a store within these ranges.
Catalogue size and product data
Forty products with finished photos sit near the bottom of our band. Two thousand SKUs across sizes and colours sit far higher: each variant needs a price, stock count, shipping weight and, if bilingual, Arabic fields. Photography and copywriting are separate quoted lines.
Shopify, WooCommerce or a custom build
Shopify is usually cheapest to launch, with a monthly plan and, on some gateways, a fee per order. WooCommerce is free software on paid hosting: a larger build, a smaller monthly bill. Custom costs most and suits rules plugins handle badly, such as per-customer trade prices.
Arabic and right-to-left
The layout mirrors, checkout messages switch language, and emails, the invoice template (the invoice rule) and product fields need Arabic. We build Arabic and right-to-left stores with a bilingual QA pass, quoted on product and template count; the scope says who supplies the Arabic copy.
Integrations
Each connected system is its own line: card gateway, each instalment provider, courier labels and tracking, stock or accounting sync. Every integration is scoped in writing and tested in the provider's sandbox before launch.
Five store types that change a quote
B2C is the standard store; D2C adds weight on brand pages and returns; B2B adds trade accounts, price lists and minimum orders. A marketplace (vendors, split payouts) or subscription store (recurring billing) is priced as custom software, at AED 24,500–245,000.
| Source | Store level | Published AED range | Date on the page |

Licence, bank account, then gateway approval: the order that sets your launch date
The store can be built on test keys, but it takes no real payment until all three are done, and each needs the one before.
The e-Trader route from Dubai’s Department of Economy and Tourism (DET)
DET issues the e-Trader licence to one person running a home-based business as sole owner. Virtuzone reports AED 1,070 plus AED 300 Dubai Chamber membership, about AED 1,370; it is a third-party figure, so confirm on invest.dubai.ae. Guides conflict on whether non-GCC expats qualify, so we give no visa-based figure: ask DET.
Free-zone and mainland licences
More owners, premises or growth beyond a home business point to a free-zone or mainland company. Each authority prices its own packages and we know of no trustworthy published figure for an e-commerce activity, so compare written quotes for the same activities.
Why the gateway needs your licence
Telr's pricing page says "A valid trade license is mandatory"; PayTabs' onboarding journey asks for the owners as shown on your trade licence and bank details that match it. The merchant account is in your company's name and stays yours if you change developer; we build to it and test in the sandbox.
Dubai, Sharjah, Ajman or Abu Dhabi
Our build price is the same in every emirate; only the licensing authority and its fees change. Outside Dubai, see web development in Sharjah.
| Step | Who does it | What it needs | Cost |
|---|---|---|---|
| 1. Trade or e-Trader licence | You | Application to the authority | e-Trader about AED 1,370 (reported); others vary |
| 2. UAE bank account | You | Licence and ID | Set by the bank |
| 3. Gateway and instalment KYC | You | Trade licence; matching bank details | Each provider's fee schedule |
| 4. Build and sandbox tests | Codingclave | Test keys from each provider | Our written quote |
| 5. Live keys, first real order | Together | Approved merchant account | Nothing beyond our quote |

Shopify in the UAE in dirhams: plans, card rates and the third-party gateway charge
Shopify prices UAE plans in US dollars and card rates in dirhams, so the AED plan figures below are approximate. The trial is 3 days free, then USD 1 a month for 3 months.
Is Shopify Payments available to UAE merchants?
The UAE page lists card rates in dirhams but never says outright that Shopify Payments is open to UAE businesses, so treat it as unconfirmed until your signup offers it. Otherwise you pay through Telr, PayTabs or N-Genius, plus the fee in the last column.
When Grow pays for itself
On a third-party gateway, Grow costs about AED 220 a month more than Basic and halves Shopify's fee to 1%, so it wins above about AED 22,000 a month in sales (AED 16,500 on yearly billing). With Shopify Payments, if available, Basic stays cheaper up to about AED 220,000. Advanced overtakes Grow near AED 282,000 on a third-party gateway.
| Plan | Monthly billing | Yearly billing (per month) | Online card rate (standard cards) | Extra fee with Telr, PayTabs or N-Genius |
|---|---|---|---|---|
| Basic | USD 32 (about AED 118) | USD 24 (about AED 88) | 2.9% + AED 1.00 | 2% |
| Grow | USD 92 (about AED 338) | USD 69 (about AED 253) | 2.8% + AED 1.00 | 1% |
| Advanced | USD 399 (about AED 1,465) | USD 299 (about AED 1,098) | 2.7% + AED 1.00 | 0.6% |
| Plus | From USD 2,300 (about AED 8,447) | Not listed | 2.5% + AED 1.00 | 0.2% |
Amex and international cards cost more: 3.9%, 3.8%, 3.7% and 3.5% + AED 1.00 from Basic to Plus. Shopify publishes no app-spend figure; see year one for an agency estimate. For the build, see Shopify store setup for UAE sellers.

Card and instalment fees: Telr, Stripe, N-Genius, PayTabs, Tabby and Tamara
Only Telr and Stripe publish online rates; where a provider publishes nothing, the table says so rather than guessing. Shopify's own rates are in the table above.
VAT on the fees themselves
Telr's fees carry 5% VAT, so AED 789 of fees becomes about AED 828. Stripe's and Shopify's pages do not say whether VAT is added for UAE merchants; check your first statement.
International cards and disputes
Telr adds 0.50% for international cards. Stripe adds 1% for international cards and 1% for conversion, so a foreign card paying in its own currency costs 4.9% + AED 1.00. Stripe's dispute fees are at least 30% of an AED 200 order.
Tabby and Tamara on your checkout
Tabby is listed in every Telr plan and has WooCommerce and Shopify plugins. Tamara can be enabled through PayTabs in AED; Gulf News reported its restricted finance licence from the Central Bank of the UAE in October 2025. Neither publishes merchant fees, so get a written schedule.
What to get in writing before you sign
Domestic and international card rates; monthly fee and the volume for a cheaper plan; settlement time and payout fees; refund and chargeback fees; the rate per Tabby or Tamara plan; and whether VAT is added.
| Provider | Monthly fee | Per-transaction fee | Extras | Source |
|---|---|---|---|---|
| Stripe UAE | None | 2.9% + AED 1.00 (domestic cards) | +1% international, +1% conversion, AED 60 per dispute (another AED 60 if countered, refunded if won) | stripe.com/ae/pricing |
| Telr Startup (AED 0–9,999 a month) | AED 249 | Shown as 0% + AED 0; confirm in contract | Apple Pay and Tabby listed | telr.com/pricing |
| Telr Entry (AED 10,000–24,999) | AED 199 | 2.45% + AED 1 | +0.50% international | Telr |
| Telr Small (AED 25,000–49,999) | AED 99 | 2.35% + AED 0.50 | +0.50% international | Telr |
| Telr Medium (AED 50,000+) | AED 0 | 2.25% + AED 0.50 | +0.50% international; tailored above AED 500,000 | Telr |

A month of trading, costed: AED 20,000 and AED 80,000 in sales
Two example months on the published rates above. Hosting, apps, delivery and instalment fees are priced in year one.
Shopify Basic on Telr costs about AED 6,200 a year more than WooCommerce on Telr
At AED 20,000, Shopify Basic on Telr is about AED 1,346 a month against about AED 828 for WooCommerce on Telr, before hosting. Stripe is about AED 148 cheaper than Telr at AED 20,000, Telr about AED 620 cheaper at AED 80,000; they cross where Telr's Small plan starts, at AED 25,000.
Shopify, WooCommerce or custom over three years
Say WooCommerce costs AED 6,000 more to build than Shopify. The AED 518 monthly saving on Telr leaves it about AED 12,600 ahead after three years, before hosting. Add Lucidly's hosting and plugin bands (AED 2,500–9,000 a year) and the result runs from about AED 5,100 ahead to AED 14,400 behind; Shopify app spend (AED 200–1,500 a month, also Lucidly) pulls back the other way.
How these figures were worked out
Provider pages read on 11 October 2026; AED 200 average orders on domestic cards (100 at AED 20,000, 400 at AED 80,000); Shopify on monthly billing at the 3.6725 peg; Telr's 5% VAT included. No rate is guessed where a provider publishes none.
| Set-up | AED 20,000 in sales (100 orders) | AED 80,000 in sales (400 orders) |
|---|---|---|
| WooCommerce or custom + Telr | About AED 828 (Entry plan) | About AED 2,100 (Medium plan) |
| WooCommerce or custom + Stripe | AED 680 | AED 2,720 |
| Shopify Basic + Shopify Payments (if available) | About AED 798 | About AED 2,838 |
| Shopify Grow + Shopify Payments (if available) | About AED 998 | About AED 2,978 |
| Shopify Basic + Telr | About AED 1,346 (includes AED 400 Shopify fee) | About AED 3,818 (includes AED 1,600) |
| Shopify Grow + Telr | About AED 1,366 (includes AED 200 Shopify fee) | About AED 3,238 (includes AED 800) |
With 5% VAT on Stripe too (about AED 714 and AED 2,856), the ranking and the AED 25,000 crossover hold.
Not sure which set-up is cheapest for you? Send your expected monthly sales on WhatsApp and we'll cost each option at your volume.

Courier and cash-on-delivery costs for UAE stores
We found no published Aramex domestic rate card for merchants. PluginHive says Aramex supports cash on delivery for domestic UAE orders, with discounted rates through an Aramex Business Account.
The one published benchmark
Jeebly's 2026 shipping guide lists next-day UAE delivery at a starting price of AED 17.36, same-day from AED 28.56 and COD at an estimated AED 5–10 per shipment. These are one courier's own prices, not market rates; get written rates for your parcels.
What cash on delivery really costs
Beyond the fee: reconciling collected cash, refused parcels that can cost two legs with no sale, and cash the courier holds until payout. A COD value cap or a COD charge at checkout can nudge buyers towards card.
Connecting a courier to the store
Open the courier account in your company's name; labels, tracking and COD status then run on your own credentials, and the connection is a quoted line in the scope.

Rules that shape the build: Arabic invoices, 5% VAT and customer data
Three sets of rules change what the store must do. This is scoping knowledge with sources, not legal or tax advice.
Arabic on consumer invoices
The Consumer Protection Law (Federal Law 15 of 2020) and its Executive Regulation, Cabinet Decision 66 of 2023, require consumer invoices in Arabic. Mondaq (April 2024) reports an AED 100,000 penalty for breaching Article 8(4) by not issuing the invoice in Arabic, and the same under Article 11 for a missing warranty document. A bilingual build covers invoice and order-email templates, checkout and product data.
VAT on what you sell and what the invoice shows
The standard rate is 5% (FTA). A full tax invoice shows "Tax Invoice", your TRN, a sequential number and VAT in AED (Wafeq). The FTA's Tax Invoices guide allows a simplified invoice where the buyer is not VAT-registered, or is registered and the supply is AED 10,000 or less. Check registration thresholds with a tax adviser. B2B e-invoicing starts in 2027; B2C is excluded until further notice (Grant Thornton).
Customer data under the PDPL
Federal Decree-Law 45 of 2021 covers the customer data a store collects (Hunton Andrews Kurth): consent where needed, a privacy notice, minimal collection, care with transfers abroad. Whether its Executive Regulations have been issued is unclear as of October 2026; ask a UAE data-protection lawyer before collecting data you send abroad.
For invoicing tools, see billing software for UAE VAT. Ask on WhatsApp what Arabic adds to your store.

Checking an e-commerce quote: what it should list and who owns what
A package under AED 4,000 and a proposal over AED 100,000 can both be honest; they describe different jobs. A good quote shows which job you are buying.
Lines a fair proposal itemises
- platform and theme, on whose account
- products loaded, and by whom
- each integration by name
- Arabic scope: storefront, checkout, emails, invoice, product data
- sandbox tests per payment option
- who owns the custom code at handover
- handover of every login
- maintenance scope, and exclusions
Red flags
- A fixed package under about AED 4,000 with no inclusions list.
- Over AED 100,000 for a standard catalogue without custom logic.
- The gateway account, domain or Shopify store in the vendor's name.
- Buy now pay later "included", with no word that Tabby or Tamara set their own fee.
Pricing a store for a client
Price the build, quote each integration as its own line, and list gateway, platform and courier fees as the client's own costs.
