Overview

The risky part is the copy, not the code: one “best” in a headline, a title the licence doesn't carry, a before-and-after with no disclaimer. DHA's ST-21 is a social-media standard that names WhatsApp but not a clinic's own website. Your Instagram carries the same claims, so we hold the site to it as a precaution. Custom clinic sites cost AED 2,900–17,000 and take 1–3 weeks.

Quick answer

What must a UAE hospital or clinic website have, and clear, before it goes public?

It needs an emergency or front-desk number in the header, a doctor directory filtered by specialty, language and insurer, branch pages with their own insurers, a hand-off to the clinic's booking system, and Arabic. Then, as a precaution, five checks from ST-21, DHA's social-media advertising standard, since DHA has no standard written for websites: titles match the licence, no clause 6.11 term appears, before-and-after images meet clause 9.6, written consent is on file for every patient shown, and no DHA logo appears without written approval. The medical director approves the copy (ST-21 5.3 asks this for social media).

  • Dubai: ST-21 asks for the MOHAP-issued advert licence number on official social accounts (5.2).
  • Abu Dhabi: no advertising at DOH preliminary approval (item 3.1.6.2); adverts are logged via TAMM.
  • Forms take contact details and a preferred time, never symptoms.
  • “Dr” only for physicians, dentists and recognised PhD holders (6.2).
  • DHA circulated updated social-media rules in 2026; check clause numbers against the current text.

The sheet your medical director signs before the site goes public

We walk through this sheet with your medical director on a video call, page by page on staging.

ST-21 (code DHA/HRS/HPSD/ST-21) limits its scope, in clauses 3.1 and 4.1, to medical advertising on social media by DHA-licensed facilities and professionals. Its definition covers social-networking websites and names WhatsApp, Instagram and Google, but not a clinic's own website.

Clause numbers are from version 1.1, the PDF on DHA's site. Gulf News and Khaleej Times reported in September 2026 that DHA had circulated updated standards, so check each clause against DHA's current text.

Pre-launch sign-off sheet. Every ST-21 row is a precaution on a website; the last two rows are our own build standard.

What a multi-department hospital website should include

Most hospital visitors want one of three things: the emergency number, a doctor who speaks their language, or their insurer on the list. So the page tree starts there. Layout comes after, in UI/UX design.

  • The number in the header depends on the facility

Hospitals with an emergency department get that number as a one-tap call link in every header, in both languages. Clinics without one get the front-desk number and opening hours there instead.

  • Branch pages with their own insurer lists

Accepted insurers can differ by branch, so each branch page lists its own. Every branch shares one template, so adding a branch means filling in a page.

Your regulator decides the launch date

ST-21 names four health authorities by territory: MOHAP, DOH Abu Dhabi, the Dubai Healthcare City Regulatory Authority (DHCR) and DHA. Yours sets who clears your adverts, and so when the site can go public.

Abu Dhabi has the rule in writing. DOH's Standard for Healthcare Facility Licensure (DOH/SD/HFL/HCFL/V6, effective September 2025) restricts “promoting or advertising any health services” during preliminary approval (item 3.1.6.2). So build early. Just don't switch it on: the site waits on password-protected, noindexed staging until the licence is active.

Twenty-one terms in DHA’s social-media advertising standard

Clause 6.11 of ST-21 bars absolute statements, exaggerated claims and alarming expressions, with 21 examples “such as, but not limited to”: unique, one of a kind, the best, exclusive, safest, the only, incomparable, unprecedented, best product, magic, miraculous, assured success, very limited quantity, has no side effects, get money back, 100%, absolutely certain, distinguished, famous, pioneer and immediate results.

So the list is a floor.

Clause 6.6 wants outcome claims substantiated with their risks. Clause 8.1.9 bars superiority claims. The fix is rarely a synonym. It is a fact the patient can check.

Doctor profiles built from DHA’s own list of acceptable content

Most clinic sites write a bio and stop. ST-21's Appendix 1 lists what you may say about a doctor, so the profile is built from that list.

Titles come from the licence. Clause 6.1 names “Aesthetic Specialist”, “Cosmetologist” and “Anti-Aging Specialist” among titles that cause trouble when the licence says something else. “Dr” is for physicians, dentists and PhD holders whose certificates the UAE Ministry of Education has attested (6.2, 6.3).

Arabic profiles, forms and department pages

We build these right to left and read every Arabic page against the English one. Whether we or your team write the Arabic copy is agreed in the signed scope. Titles get a second check against the licence, because a loose translation can turn a permitted title into a barred one.

Dental and aesthetic clinics: where ST-21 bites hardest

These practices sell on visible results, which ST-21's photo, consent and title rules govern. CMS features below belong to the quoted approval-workflow build.

  • Before-and-after pairs that can’t publish without the disclaimer

Same person, same lens, no Photoshop or similar editing. The pair carries DHA's statement that “there is no guarantee that the result will be the same, as it might vary from one individual to another”, plus the risks, at the same font size (9.6). Only patients who received the treatment may appear (Appendix 2, item 12). In the workflow build, a pair can't go live until the disclaimer and risks fields are filled.

  • Consent records with an end date

Keep written consent for each patient shown, limited to that subject and the agreed period, with verifiable parental consent for under-18s (6.10, 9.1, 8.1.12a). In the workflow build, each image carries its consent reference and comes down on its end date.

  • Titles that match the licence

Clause 6.1 lists “Aesthetic Specialist”, “Cosmetologist” and “Cosmetic or Beauty Expert” among titles to avoid where the licence says otherwise. In the workflow build, the title field reads from the licence record, not free text.

  • No theatre filming, no free trials

No filming or live-streaming of patients during surgery under general anaesthesia, or in procedure rooms, to promote the clinic (9.7). Trial use of medical services is prohibited (Appendix 2, item 4), so “try it free” is out.

Which booking or clinic software can connect to the website?

Any system the clinic is already licensed and trained on, in one of three ways. The website collects a name and a time. Everything clinical starts in the licensed system.

  • Link, embed or API

A link sends the patient to the vendor's booking page, and nothing clinical touches the site. An embed puts the vendor's widget on your page, so the patient stays on your domain while the data goes to the vendor. An API connection shows live slots from the clinic system; that is clinic software, priced below. The hospital management software guide compares six systems and covers clinical hosting.

  • Forms take contact details and a preferred time

Name, phone, email, branch or doctor, preferred time. No symptoms, reports or insurance-card photos. Article 13 of Federal Law No. 2 of 2019, the ICT Health Law, keeps UAE health data in the country except where Ministerial Decision 51 of 2021 allows, and Article 2 of the PDPL (Decree-Law 45 of 2021) excludes health data that has its own law. Where anything we build is hosted is a line in your written quote.

  • WhatsApp replies and chatbots

WhatsApp is in ST-21's definition of social media, and Appendix 1 marks it unacceptable to give a patient an unsolicited appointment time. So the bot never offers a slot the patient didn't ask for. It never quotes a price without its conditions or repeats a patient's details back. When the question turns clinical, it hands over to Arabic- or English-speaking staff. Our AI and WhatsApp chatbot page covers how the hand-over works.

Working model: hours, accounts and what we won’t do

We are not in the UAE. You should know that before anything else about how we work.

  • Who does the work

I'm Ashish Sharma, Codingclave's founder, and I scope and price every clinic project myself. Codingclave Development LLP has worked from Lucknow since 2017: 200+ projects so far, 4.9 on Google from 76 reviews, Top Rated on Upwork. There is no UAE office, staff or trade licence. Read the reviews, see our other UAE services, and judge us on a video call.

  • Hours

Monday to Saturday, 08:30–17:30 Gulf Standard Time (10:00–19:00 in India). Saturday is a normal working day for us, which matters if your clinic runs Saturday lists. WhatsApp first, then email and video.

  • Accounts

The facility owns domain, hosting, Google Business Profile, WhatsApp Business number and booking accounts. We work inside them and leave you every login. When the final invoice is settled, the site's source code and IP are the facility's too, so a later change of agency needs nothing from us.

  • What we won’t do

We don't file anything with DHA, DOH or MOHAP, and we will never call your site regulator-approved. Nor will we bill you for our own mistakes: during the six months after the site goes public, anything we built that breaks is repaired free. Edits and upkeep beyond that sit under website maintenance.

How it works

Six steps, and the one that waits on your licence

A custom clinic site takes 1–3 weeks to build. Booking built in takes 6–12. In Abu Dhabi, the date you go public is set by your DOH licence, not by us.

Start on WhatsApp
  1. Regulator and counts

On WhatsApp or video: regulator, emirate, licence stage, branches, doctors, departments.

  2. Quote, payment schedule, hosting region

Your accounts team pays three AED invoices by bank transfer, all into our AED account: 40% up front, 40% at the halfway point named in the quote, 20% when the site goes public. The hosting region is picked with the ICT Health Law in mind and set in writing before you sign.

  3. Content intake

Titles copied from each licence. Consent records from the clinic. The approving medical director named, and whoever writes the Arabic.

  4. Build on staging

On the facility's own domain and hosting, password-protected and noindexed. This can run during DOH preliminary approval.

  5. Sign-off and the two-language read

The medical director works through the sheet. Then every Arabic page is read against its English twin.

  6. Go public and hand over

After the active licence and any TAMM logging. Every login is handed over.

Questions UAE businesses ask us

Ask Ashish directly

Ask on WhatsApp

How much does a hospital website cost in the UAE, and how long does it take?

A multi-department hospital site with a searchable doctor directory is quoted on three counts: departments, doctors and branches. For reference, Element8 publishes AED 30,000–70,000 over 3–5 months, and NetSoft AED 15,000–50,000+ over 6–10 weeks. A single custom clinic site with us is AED 2,900–17,000 and takes 1–3 weeks. Booking or a patient portal built in is AED 17,000–127,500 over 6–12 weeks.

Does a clinic website in Dubai need DHA approval?

We know of no separate DHA approval for the website itself. What DHA does regulate is your social media, WhatsApp included, under ST-21. It asks for the MOHAP-issued advert licence number on official accounts (5.2) and medical-director sign-off for content naming the facility (5.3). Your site usually carries the same claims, so we hold it to the same rules. Ask your DHA licensing contact whether the 2026 social-media circular reaches websites.

How do I get a MOHAP advertisement licence for my clinic?

Through MOHAP's “Issue / Renew Licence for a Health Advertisement” e-service, with one account per organisation licensed by a UAE economic department for healthcare activity. From 29 December 2025 MOHAP began moving health-advertising services to the Emirates Drug Establishment, including medical-product advert approvals and, as reported, the issue and renewal of health-advertisement licences. Ask MOHAP or EDE which portal takes your application, and the fee and processing time, which aren't published.

Which words are banned in medical adverts in Dubai?

Clause 6.11 of ST-21 gives 21 examples and says the list isn't complete. The ones to search your site for first are “the best”, “100%”, “safest”, “has no side effects” and “immediate results”, then “pioneer” and “famous” in doctor bios. Anything that claims you beat other clinics also fails under clause 8.1.9. Appendix 1 adds phrases that push people to act, such as “don't delay”.

Can a Dubai clinic show before and after photos online?

ST-21 allows them on social media under clause 9.6, and we apply the same test to the website. Both shots show the same person through the same lens, unedited. DHA's no-guarantee statement and the risks sit at the same font size as the rest of the text. Appendix 2 item 12 adds that only patients who received the treatment may appear. Written consent for each patient must be on file (9.1).

Can a DOH clinic advertise before its licence is active?

Not at preliminary approval. DOH's Standard for Healthcare Facility Licensure (DOH/SD/HFL/HCFL/V6, effective September 2025) lists “promoting or advertising any health services” as restricted at that stage, under item 3.1.6.2. You can still build the site on the facility's domain, password-protected and noindexed, then make it public once the licence is active and any TAMM logging is done. Confirm the timing with DOH.

What should a dental clinic website include in Dubai?

Dentist profiles with titles exactly as licensed, languages and branch hours. Treatment pages that state risks, and fee and insurer pages that show their conditions. Before-and-after pairs need the clause 9.6 disclaimer at full font size, and each needs written consent with an end date. Leave out “painless”, “the best” and “100%”. A booking link to your practice system and an Arabic version cover the rest.

Does my clinic website need to be in Arabic?

Decide it on who books with you. If some patients read Arabic first, or relatives book for older parents, an English-only form can lose them at the last step. We build Arabic right-to-left sites and read every page against the English across profiles, forms and the WhatsApp hand-off. If you log adverts with a regulator, ask whether they must also be in Arabic.
