Overview

The rider app is where RTA's rules bite. It holds each rider's licence, training permit and bike papers with expiry dates, so a rider with a lapsed document is not sent an order. The two apps sit in our AED 17,000–108,000 band (4–12 weeks); the portal, admin and dispatch in our AED 24,500–245,000 band (6–16 weeks), built alongside. One written AED quote follows a short discovery call.

Quick answer

How much does it cost to build a food delivery app in Dubai, and what must be in place before launch?

We price a delivery platform line by line. Customer and rider apps for iOS and Android fall in our AED 17,000–108,000 mobile app band, with a 4–12 week build. The restaurant portal, admin panel and dispatch fall in our AED 24,500–245,000 custom software band, 6–16 weeks, built in parallel. A restaurant group running its own riders may need three apps rather than four, which is why each is a separate line. Before the first paid order, a delivery platform needs a trade licence, then RTA's delivery-platform permit, and riders who meet RTA's rules.

  • RTA permit, activity 749916059: AED 1,000 new, AED 1,000 to renew, decided within 15 working days (RTA manual, Sep 2023).
  • The delivery period should not exceed half an hour (Dubai Municipality, via RTA's Sep 2023 manual).
  • Riders must be 21–55 and hold an RTA permit; bikes no more than 4 years old and 100–200 cc.
  • You or your PRO file the trade licence and permits in your name; we build on the accounts they produce.

Own riders, contracted riders or a cloud kitchen: settle the model before the quote

Choose the model first. It decides whether you are building three apps or four, and whether RTA's rider rules land on you or on a fleet contractor.

Delivery models, the permits each brings, and the apps in scope
ModelWho it suitsPermits it bringsApps in scope
Niche marketplace, own ridersOne cuisine, community or office districtRTA platform permit, rider permits, Dubai Municipality delivery-means permitCustomer, restaurant portal, rider, admin
Restaurant group, own fleetSeveral branches already on aggregatorsRider permits and the DM permit; confirm with RTA whether your model falls under platform activity 749916059Customer, rider, admin with branch screens
Cloud-kitchen groupSeveral brands cooked in one kitchenAs for the marketplace; one rider may carry two brands, so each bag carries its brand and a hot/cold flagMulti-brand customer app, kitchen screen, rider, admin
Platform on a contracted fleetFounders who will not employ ridersContractor holds an RTA licence for the same purpose; a labour-supply firm needs a MoHRE temporary-employment permitCustomer, restaurant portal, admin, contractor portal

A contracted fleet moves permits, training and bikes to the contractor, but RTA's manual still makes the platform check each rider's labour relationship with it, so the app records which arrangement each rider is on.

A single restaurant rarely needs four apps; direct ordering and commission maths are on restaurant and café websites in Dubai. Grocery slots sit on grocery delivery apps in Dubai, parcel fleets on logistics and delivery apps.

Seven licences and accounts, in the order you’ll need them

The order matters. RTA will not take a platform application without a trade licence or initial approval, so that comes first, then the RTA permit. The rest can run in parallel with the build. Fees are from RTA's technical manual, Sep 2023 edition; check rta.ae for a newer one before you file.

Codingclave does not apply for permits. You or your PRO file them, and we build on the accounts that result. RTA's manual says platforms must link to RTA's systems but publishes no technical specification, so the exact connection is settled during your permit application, not promised in our quote.

For row 6, we draft the refund, delivery, T&Cs and contact pages and flag those your gateway reads.

The RTA permit covers delivery, not the kitchen. If you run a cloud kitchen, ask Dubai Municipality separately what the kitchen itself needs.

Dubai’s rider, bike and food-safety rules as app features

Dubai Municipality's delivery requirements, as reproduced in RTA's Sep 2023 manual, say the food delivery period should not exceed half an hour. That line shapes dispatch more than anything else here. Every rule below comes from the same manual except the lane rule, which RTA and Dubai Police announced in October 2025 and which has applied since 1 November 2025.

Dubai delivery rules and what the app does about each
RuleSourceWhat the app does

Riders registered in the installed RTA system (AED 100, 150, then 200)RTA manualShift-start checklist step; the RTA link is settled at permit stage

Half an hour is less than it sounds. If the clock runs from pickup, your radius is whatever a rider covers in 30 minutes of evening traffic; if it runs from the order, prep time comes off too. We agree which clock you work to at the rule-map stage, and dispatch caps the radius to fit.

The records matter because fines land on the establishment: RTA's schedule sets AED 2,000 to 5,000 for using unauthorised parties or unlicensed delivery companies, depending on the breach, with permit suspension listed against them.

Which rows land on you depends on who employs the riders. Send your model and Ashish will mark the ones your build must handle. Start on WhatsApp

Bought a delivery script? Here’s what Apple and Google will reject

Many "Talabat clone" offers are one script with a new logo. It can be a starting codebase, but Apple's review rules were written with template apps in mind. Check these four before you pay.

Apple rules a bought delivery script has to pass (read 12 Oct 2026)
RuleWhat it saysWhat it means for a script
Apple 4.2.6Template apps are rejected unless the provider of the app's content submits them; one aggregated "picker" app is the accepted alternativeSubmit from your own account. A multi-restaurant app with a page per restaurant fits the picker model; a rebrand does not
Apple 4.3(b)No apps indistinguishable from what is widely availableRedesign the screens and flows, not just the colours
Apple 3.1.3(e)Physical goods are paid by card or Apple Pay, not in-app purchaseStrip out in-app purchase wiring; Apple takes no commission on meals
Apple 5.1.5Location only when relevant, with consent and a stated purposeRewrite the rider app's location permission text

Two more checks. Apple's 5.1.1(v) requires in-app account deletion wherever people can sign up, so confirm the script has it. Google Play has required new apps and updates to target API level 36 since 31 August 2026 (extensions ran to 1 November 2026), so an older script may need upgrade work first; app maintenance covers both.

A script suits a web-only pilot, not a fixed launch month on code nobody has read. I would rather tell you a script is worth upgrading than quote a rebuild you do not need.

Cash on delivery when the parcel is a hot meal

Offer COD if your customers expect it, but treat it as a rider-cash problem. Each of these is a screen or a report, and none is optional if you take cash.

  • Rider float and change

The opening float is logged at shift start. On each COD order the rider app shows the amount to collect and the change due.

  • A cash ceiling per rider

Above the limit you set, dispatch stops offering that rider COD orders. Card orders keep coming until a cash drop.

  • End-of-shift settlement

Cash handed in is checked against the shift's COD total, less the float. A shortfall is listed by order, which turns an argument into a list.

  • Damaged items and partial refunds

Dubai Municipality's rules say damaged food should not be delivered. A damaged-or-refused outcome with a photo triggers a partial refund or remake and corrects the cash due before settlement.

  • Tips

Cash tips are logged apart from takings, so they never read as over-collection.

  • Card and Apple Pay at checkout

Card payments go through your own gateway, from Stripe to Tabby, and settle to your merchant account. Fees are on payment gateway integration.

Parcel COD, remitted to merchants days later, works differently and is on the logistics delivery page.

Who delivers food in the UAE now

The market has consolidated twice in six years. Zomato sold its UAE delivery business to Talabat in 2019, in a deal reported at about USD 172m, and its app routed orders to Talabat until 24 November 2022, when Zomato stopped UAE delivery and kept only dining-out. Talabat listed on the Dubai Financial Market in December 2024. Deliveroo's UAE business had become part of DoorDash by October 2025, and Meituan's Keeta launched in Dubai on 27 September 2025.

Talabat's FY2025 GMV was USD 9.5bn and its net income USD 464m, or 4.9% of GMV, with the GCC at 80% of fourth-quarter GMV and no UAE-only figure published. We left market share out: every Dubai share figure we found was unsourced, and we have not checked Careem Food or noon Food numbers.

So Talabat kept under five cents of every dollar ordered. A newcomer does not have the volume to live on that margin, so start narrow: one cuisine, one community, one office district, or your own group's riders. Testing one zone first is what startup MVP development in Dubai is for.

Arabic menus and a second emirate

Add Arabic after the screens are built and you redo the menu cards, price alignment, back arrows and checkout, which is most of the customer app. Decide before design starts.

  • Arabic and English menus

Each dish holds both names, both descriptions and its allergen notes. In Arabic the customer app runs right-to-left, and every Arabic screen gets a bilingual QA pass, checkout, tracking and push messages included.

  • Rider and restaurant screens

Text sits in translation files from the start, so you can add the languages your riders and kitchen staff read later.

  • A second emirate

Radius, hours, fees and rider document types are set per city in the admin. We have only checked Dubai's rules. Before opening a zone in Abu Dhabi or Sharjah, ask Abu Dhabi ITC or Sharjah RTA what it requires; that check goes into the written scope.

  • Free zones

RTA's 2023 manual said free-zone delivery operators would follow regulations still to be agreed. Ask RTA and your free zone how that stands before you choose where to license.

Arabic right-to-left is priced as its own line after a short discovery call. Bilingual screen design is on UI and UX design in Dubai.

Five questions that sort a real delivery developer from a reseller

A delivery developer's portfolio tells you little about dispatch or rider cash. These five questions do.

  • Whose accounts does the build sit on?

A good answer: yours. Licence, gateway, developer accounts, domain and hosting are in your company's name from day one.

  • Is each app priced as its own line?

One platform figure hides where the money goes and makes it impossible to drop an app from launch.

  • What does the rider app do when an RTA permit expires?

A good answer is a hard stop on dispatch, not a reminder email.

  • Can I see the end-of-shift COD screen?

Float, collections and shortfall per order on one screen. A developer who has not thought about cash has not thought about Dubai.

  • Do your compliance claims carry a certificate number?

"Aligned" and "ready" are not certifications. A good answer names the certificate and its issuer, or says there is none.

Who builds it, and what happens at dinner time

  • The founder who quotes it builds it

I quote and lead every delivery build myself, from Lucknow, India: 200+ projects since 2017, 4.9 on Google (76 reviews), Top Rated on Upwork (reviews, about). There is no UAE office, entity or phone line. Your contract is with Codingclave Development LLP, and you reach me on WhatsApp (+91 92771 84741), email or video.

  • Working hours and the dinner service

I work 08:30–17:30 Gulf Standard Time, Monday to Saturday; India runs 90 minutes ahead and neither side changes its clocks. That covers the lunch rush, Saturdays included, but not the dinner service. So your own dispatcher gets reassign, zone-pause and refund controls, and any evening cover has to be agreed in the written scope before you sign.

  • A custom build, said plainly

We are not reselling a delivery app built for someone else, and we will not show you another company's app as ours. Yours is written for your model, and the scope can set a test build on your phones at the end of each stage.

  • Accounts and customer data

On handover you get every login; after the final payment, the source code and IP are yours too. Customer names, addresses and locations are personal data under Federal Decree-Law No. 45 of 2021, so the build includes consent screens, in-app account deletion and a stated purpose for each location request.

  • How this page was researched

Written and checked by Ashish Sharma from RTA's Sep 2023 manual and Apple's and Google's policy pages, read on 12 Oct 2026, with competitor prices read the same day.

Delivery-app bands published by TechGropse and Code Brew

Only two UAE agencies we checked put an AED figure on a food delivery build. TechGropse publishes bands with no scope, and Code Brew gives one line of scope per tier; neither prices the apps separately. Techanic (MVP in 10–16 weeks) and Aarmeh (4–7 months) publish timelines only.

Food delivery app prices published by UAE agencies (read 12 Oct 2026)

TechGropse's middle band is a sixfold spread. A band worth comparing names the apps, dispatch logic, COD settlement and whose accounts it uses. Ours follow, one line per component; the admin and dispatch band is broken down on custom software cost in Dubai.

Pricing in AED

Priced per component, in AED

I price these myself and split the rider app out on purpose: the document vault, shift start and cash float are where a delivery quote quietly grows, and you should see that line before you sign. Once the scope is signed in writing, the price is fixed: an extra app or zone changes it; rider-app surprises do not. Prices are in AED, excluding VAT.

How it works

Rule map first, then the apps, then one live zone

Apple and Google review time comes on top of the build.

Start on WhatsApp
  1. Model, emirate and riders

Your model, emirate, who employs the riders, and the launch month.

  2. Rule map and permit dates

Which RTA and Dubai Municipality rules your model triggers, and when to file the RTA permit once your trade licence or initial approval is issued.

  3. Each app as its own line

Each app and the dispatch as separate lines, plus the accounts to open in your name.

  4. Screens, then the build in stages

Screens for every app in scope, in the languages you chose, with the checkout signed off first because gateways and reviewers look at it. Builds can install through TestFlight and Play internal testing on your accounts.

  5. Live test order, submission, handover

Your first live order is a test we run with you before handover; a pilot zone with a COD settlement and refund test can be added to the scope. The apps then go to review from your accounts, and every login is handed over.

Ask Ashish directly

Ask on WhatsApp

How much does it cost to build a food delivery app like Talabat in Dubai?

On our list, customer and rider apps cost AED 17,000–108,000 and the restaurant portal, admin and dispatch AED 24,500–245,000, excluding VAT, priced as separate lines after a discovery call. That buys a working platform for one zone, not what Talabat runs on top, such as multi-city zones, restaurant ads or AI dispatch; each of those is quoted later. On 12 October 2026 TechGropse published AED 55,000–91,750 for an MVP and Code Brew AED 40,000–150,000.

How long does it take to launch a food delivery app in Dubai?

Our price list puts the apps at 4–12 weeks and the portal, admin and dispatch at 6–16 weeks, built side by side, so the longer of the two sets the pace. RTA decides the platform permit within 15 working days of a complete application, filed once your trade licence or initial approval is issued. Apple and Google review time comes on top.

How much is the RTA delivery permit in Dubai?

AED 1,000, and the same again to renew. The catch is the word complete: RTA's 15 working days start only when every document is in, and a trade licence or initial approval comes first. Food delivery also needs Dubai Municipality's annual permit for delivery means, issued through DM-approved inspection centres with requirements pre-registered on FoodWatch. Figures are from RTA's Sep 2023 manual, activity 749916059.

Does Dubai Municipality limit how long a food delivery can take?

Yes. Dubai Municipality's delivery requirements, as reproduced in RTA's Sep 2023 manual, say the food delivery period should not exceed half an hour. The same rules require hot and cold food to be kept apart and say damaged food should not be delivered. In an app, the half-hour rule sets the dispatch radius and the prep-time allowance.

Which lanes are delivery bikes banned from in Dubai?

Since 1 November 2025, under a rule RTA and Dubai Police announced in October 2025, delivery motorbikes may not use the two leftmost lanes on roads with five or more lanes, or the leftmost lane on roads with three or four. Two-lane roads are unrestricted. Fines are AED 500, then AED 700, then permit suspension.

Will Apple and Google approve a food delivery script bought from CodeCanyon?

Not as it comes. Apple's 4.2.6 rejects template apps unless the provider of the app's content submits them, so it goes out from your own account. 4.3(b) rejects apps indistinguishable from what is widely available, so the screens need redesigning. Under 3.1.3(e) meals are paid by card or Apple Pay, so Apple takes no commission. Google Play has required API level 36 for new apps and updates since 31 August 2026.

Can my delivery app use a fleet company's riders instead of hiring my own?

Yes, if RTA has licensed the fleet company for the same purpose. Using an unauthorised party or unlicensed delivery company carries AED 2,000 to 5,000 in fines for the establishment, depending on the breach. A labour-supply firm needs a MoHRE temporary-employment permit, and the platform must confirm each rider's official labour relationship with the contractor. The app stores the contractor's licence and stops dispatch when a rider's status lapses.

Should a food delivery app in Dubai accept cash on delivery?

If your customers expect it, yes, but plan it as rider cash management rather than a checkout option. The rider app logs an opening float and stops offering COD orders once a rider holds more than your limit. At shift end, cash handed in is checked against the app's COD total and any shortfall is listed by order.
