Overview
Often the first build should be smaller, such as a AED 2,900 waitlist page or a WhatsApp test from AED 4,900. Tell me who has to say yes next (a paying customer, Hub71, a regulator or a seed investor) and I'll scope the smallest build that convinces them. Once the scope is written down, the price is fixed.

Quick answer
What should a Dubai founder budget for an MVP, and which shape costs least?
Budget by shape; every band excludes VAT. The cheapest is a waitlist page, at AED 2,900–17,000 over 1–3 weeks. A WhatsApp or AI assistant is AED 4,900–59,000 over 2–6 weeks. An iOS and Android app is AED 17,000–108,000 over 4–12 weeks, and a web app or SaaS AED 24,500–245,000 over 6–16 weeks. A one-zone pilot is priced as the store, ordering site or app underneath. Apple, Google and payment-gateway approvals run alongside the build and can take longer than it; a waitlist or WhatsApp test avoids them.
- Waitlist page: AED 2,900–17,000, 1–3 weeks
- WhatsApp or AI assistant: AED 4,900–59,000, 2–6 weeks
- iOS and Android app: AED 17,000–108,000, 4–12 weeks
- Web app or SaaS: AED 24,500–245,000, 6–16 weeks

Who has to say yes next?
An MVP, or minimum viable product, is the smallest version of your product that real people will use or pay for, on real data and real money. A prototype is a clickable model that shows people understand the idea; a proof of concept shows the technology can work at all. Only the MVP produces usage.
The usual way to scope an MVP runs forwards: list the features, cut, price what is left. I work backwards. On the first call I ask who has to say yes next, and what they will look at. Having priced every project myself since 2017, I find that answer moves the budget more than any feature list.
| Gate | Who decides | What they look at | Smallest build that shows it | Band (AED, ex VAT) |
|---|---|---|---|---|
| First paying customer | The buyer | Money taken or an order signed | A waitlist with a paid pre-order, or a WhatsApp assistant run by hand | 2,900–17,000 or 4,900–59,000 |
| Accelerator or free-zone application | A selection committee | Hub71's Access page sets no MVP or revenue minimum | A lean app or web app with exportable usage | 17,000–108,000 or 24,500–245,000 |
| Fintech sandbox | CBUAE, DFSA or FSRA | An innovative product; for the DFSA, readiness to test with actual customers | A test-mode build with an audit log | 24,500–245,000 |
| Seed due diligence | Investor and lawyer | Usage data, accounts in the company's name, a clean IP chain | The live build and handover pack | No separate price |
In my experience, live sign-ups persuade a committee or investor more than a deck. If you can't tell which gate is next, it's the first one. Sorting features into must-have and later (MoSCoW), and finding your first 50 users, is in how to build an MVP.

How much does an MVP cost in Dubai? Five shapes, each on its real band
Our price list has no 'MVP' line. One package price would overcharge a waitlist and underquote a marketplace, so each shape carries the band of what it really is.
When a WhatsApp or AI assistant is enough evidence
An assistant answering real customers from real data is evidence; a demo on questions you picked is not. It sits on the chatbot band, AED 4,900–59,000 over 2–6 weeks. Once it needs user roles and billing, it has become custom software.
When to pilot one zone or one branch first
Before you open a second branch, run one properly: one kitchen, one dark store, one gym or studio's booking app. A pilot is priced as whatever it is underneath, so it takes two rows below and an app pilot sits on the app row. A dark store with its own picking system is custom software.
Agree the pass mark before launch, for example 'nine in ten orders on time over four weeks'. Without one, a pilot can't fail, and it can't prove anything either. Sector detail is on our food delivery, grocery delivery, gym and fitness and logistics pages.
What to leave out to stay near the floor, by gate
A first-customer MVP can drop the admin panel; a spreadsheet export and a WhatsApp alert can run the first orders. An accelerator MVP can drop Arabic and instalments but should keep the analytics export, because usage is what you will show. A sandbox MVP drops live payments by design and keeps the audit log. In SaaS development, two roles and payment links in English sit near the floor of the AED 24,500–245,000 band; a three-sided marketplace with instalments, Arabic and three integrations sits near the ceiling. Other price drivers are on our custom software cost page.
| Shape | What it tests | AED band (ex VAT) | Build weeks | Usual next step |
|---|---|---|---|---|
| Landing page or waitlist | Demand at a stated price | 2,900–17,000 | 1–3 | A WhatsApp test or an app |
| WhatsApp or AI assistant | Whether people will order or book by chat | 4,900–59,000 | 2–6 | A pilot or an app |
| Pilot: one store or one zone | Operations at small scale | 5,900–49,000 | 2–6 | A second zone |
| Pilot: one branch's online ordering | Kitchen and delivery times | 9,800–59,000 | 3–8 | A second branch |
| Cross-platform app (also a one-zone app pilot) | Repeat use on the phone | 17,000–108,000 | 4–12 | Version 2, or more zones |
| Web app, SaaS or marketplace | A workflow someone pays for | 24,500–245,000 | 6–16 | Version 2, or a raise |
On 12 October 2026 I read the six pages ranking for this search that would load, and none gave an AED price for an MVP. Tekrevol's Dubai MVP guide publishes the fullest bands we found: basic AED 18,000–70,000 over 8–14 weeks. No-code and AI-built first versions are covered in the FAQs below.
Not sure which row you're in? Tell me on WhatsApp what you're testing and who pays.
03of 8
What you pay, when, and what you own after each payment
Every MVP is paid in three AED bank transfers: 40% when you sign the scope, 40% at an agreed midpoint milestone and 20% at launch. Once both of us sign the written scope, the price is locked unless what you're building changes.
What counts as a scope change
A new screen, role or integration is a change, priced before it is built so you can turn it down. A fix to something already in scope is not. So I write each scope line myself as something a person does on screen: not 'admin panel', but 'admin can refund an order and export bookings'. At the midpoint you check the build against those lines, and the second 40% falls due when they are met.
What a seed investor’s lawyer asks about the build
A chain of title: a signed contract assigning the IP to the company, accounts in its name, and no developer holding the only login. Federal Decree-Law No. 38 of 2021, in force since 2 January 2022, brought in work-for-hire rules, but write the assignment into the contract anyway and have a UAE lawyer check it. This is not legal advice; the clauses to ask for are on our signed-scope list.
| Payment | When | AED | What is in your hands |
|---|---|---|---|
| 40% | On signing the scope | 16,000 | The written scope and fixed price. Accounts are opened by you, in your own name until the company is licensed and then in its name; none is ever in ours |
| 40% | Agreed midpoint milestone | 16,000 | The midpoint build, running on your accounts, to check against the scope |
| 20% | At launch | 8,000 | All source code and IP, every login, the live product |
The AED 40,000 is hypothetical, inside the app and web-app bands. NDAs and escrow for offshore work are covered in outsourcing from Dubai to India.
Want your own schedule? Ask on WhatsApp for your three payments and midpoint.

Build weeks, and the queues that run beside them
Build weeks come from your shape's band. The rest are other people's queues, which no quote can shorten, so start each one when its trigger arrives. A waitlist or WhatsApp test avoids the app-store queues altogether.
| Wait | Start it when | Shapes it affects | Details |
|---|---|---|---|
| Build weeks (ours) | Scope signed | All | 1–16 weeks by shape, above |
| D-U-N-S, then Apple organisation enrolment (USD 99 a year) | Licence issued | Apps | Ajman launch guide |
| Google Play closed test: 12 testers for 14 days (personal accounts created after 13 Nov 2023) | First test build | Apps | Ajman launch guide |
| Gateway checks and approval | Licence and business bank account in hand | Stores, pilots, SaaS | Payment gateway integration |
| DFSA testing licence: about 10–12 weeks to process (Kayrouz & Associates) | Before real users | Fintech | Regulated MVPs, below |
| No app-store queue | Not applicable | Waitlist, WhatsApp test | A paid pre-order still needs a payment link |
No trade licence is needed to start building; scope, design and most of the code can come first. It is needed before Apple organisation enrolment, the gateway application and live payments (the gateway sequence is on our e-commerce cost page). Apple also wants a working website on your own domain and a work email on it. A one-line waitlist page may be rejected as minimal content, so give it real product and company detail.

Do I need a fintech sandbox before real users? Regulated MVPs in the UAE
If your product moves money or holds health records, a regulator gets a say before your first customer does. For a fintech app, the route depends on where the company is set up. This is not a compliance service; it is a map of who to ask.
Onshore: the CBUAE sandbox
The Central Bank's Sandbox Conditions Regulation, issued on 25 June 2024, lets participants test innovative financial products without a licence for a specified duration, under supervision. Applicants must show a technologically innovative product that may benefit consumers or the industry, and an intention to deploy it more widely in the UAE afterwards.
In DIFC: the DFSA Innovation Testing Licence
A restricted DFSA licence. Law firm Kayrouz & Associates says it starts with a pre-application form, takes about 10–12 weeks to process, expects firms ready to test with actual customers and runs a 12-month test; other commentary gives different lengths, so confirm with the DFSA. After the test, the firm applies to lift its restrictions or withdraws, so build the test version as the one you will scale.
In ADGM: the FSRA RegLab
Test terms are negotiated case by case. Per the same firm, the FSRA sets test length and conditions with each applicant, so your build plan waits on that conversation.
What a fintech MVP can be before approval
- a waitlist measuring demand at a stated price;
- a pilot moving no real money, with the gateway in test mode;
- a tool sold to licensed firms, if your lawyer agrees the regulated activity stays with them;
- a test-mode ledger with an audit log and data export.
Health, property, education and virtual assets: check first
- Health: DHA in Dubai, DOH in Abu Dhabi; hospital and clinic websites covers the advertising rules.
- Property: DLD, before you list or match anything.
- Education: check whether KHDA (Dubai) or ADEK (Abu Dhabi) rules reach your product.
- Virtual assets: start at vara.ae before scoping.
Building a fintech app? Tell me on WhatsApp which sandbox you're aiming at and what the product does with money, and I'll say what can ship in test mode. That is build scope, not legal advice.

Hub71, in5 and the DIFC Innovation Licence, read on 12 October 2026
Money is getting more selective. In H1 2026, startups in the UAE raised USD 895m, 53% more than a year earlier, while the number of deals fell 37% (Enterprise AM), and the UAE took 93% of MENA AI venture funding (MAGNiTT). My reading, and only that: fewer, larger cheques go to founders who can prove one thing well.
| Route | Emirate | What the official page says | What it changes in your MVP scope |
|---|---|---|---|
| Hub71 Access | Abu Dhabi | Pre-seed to Series A; at least one founder relocates; AED 250,000 cash via a SAFE note plus AED 250,000 in incentives. Cohort 21 closes February 2027 and starts September 2027; applicants hear back within 3 months | Count build weeks and store queues back from February |
| DIFC Innovation Licence | Dubai | USD 1,500 a year plus a one-time USD 100 registration fee for new registrants; the offer page gives a 2-year subsidy, so confirm with DIFC. Per Kayrouz & Associates, it does not authorise regulated financial activity | The licensed company's name goes on the Apple, Google and gateway accounts; a fintech still needs the DFSA |
| in5 | Dubai: Internet City, Production City, d3, Science Park | Subsidised business setup for startups; no fees published | Ask for fees before you budget around it |
Codingclave has no partnership or affiliation with Hub71, DIFC or in5.
Applying to Hub71 Cohort 21? A 4–8 week build started in early November leaves several weeks of real usage to show by February 2027; a 16-week build would not be live in time, and store queues come on top. Send me your idea on WhatsApp and I'll say whether your shape fits.

Does a Dubai MVP need Arabic at launch?
Arabic adds a second set of copy and QA to every screen, so it has to earn its place in an MVP. Ship it at launch if any of the next three is true. If none is, launch in English on a layout that's ready for it.
Your gate is judged in Arabic
The first buyers, or the committee or regulator you face, work mainly in Arabic.
The test runs where customers write Arabic
A WhatsApp assistant for people who message in Arabic must answer in Arabic, or it tests the wrong thing.
The store listing targets Arabic speakers
The app behind an Arabic store listing has to match it.
Otherwise: English first, ready for right-to-left
Strings live in language files from day one and mirrored screens are tested, so Arabic later is translation and QA rather than a rebuild. Arabic in version 1.1 is quoted after a short discovery call, and every Arabic release gets the bilingual QA pass. For a layout designed in both directions from the start, see UI/UX design in Dubai.

One scope, sent to every MVP builder on your list
Both 'top 10' lists ranking for this search, read on 12 October 2026, carry the same ten firms in the same order, so a list won't tell you who fits your MVP. Send the same written scope to each firm, ours too, and compare their written answers.
The founder on your scoping call
Me, Ashish Sharma. I founded Codingclave Development LLP in Lucknow, India, in 2017, and the person who scopes your MVP is on your calls. We have no UAE office, entity or licence, which is why the WhatsApp number starts +91. We work Monday to Saturday, 08:30–17:30 Gulf Standard Time, 8.5 hours of a 9:00–18:00 UAE day; our UAE page covers the rest. The proof is 4.9 on Google (76 reviews), 200+ projects since 2017 and Top Rated on Upwork: see our reviews and our work.
What if I pay and nothing arrives?
You pay 40% to start. The next 40% is due only at the agreed midpoint milestone, with the build running on your own accounts so you can test it against the scope. The last 20% is paid at launch, when every login is handed over.
And after launch?
After the free bug-fix months, OS updates and small changes move to app maintenance, AED 1,500–4,500 a month; version 2 is quoted. For a developer's time rather than a fixed MVP, hire a dedicated developer from AED 4,900 a month half-time; freelancer, agency and remote trade-offs are on our Ajman page.
| Question | A vague answer to push back on | What we put in writing |
|---|---|---|
| What is the AED price for this scope, and how many weeks? | 'It depends on complexity', or 'within weeks' | Your shape's band and weeks before the call, then one fixed AED figure in the scope |
| What would you cut first to halve the budget? | Nothing, or the core flow | On an app, extra roles and platform-specific polish. On a web app, instalments and the second language, before card payments |
| When does the IP pass, and whose name is each account in? | One line: 'you own everything' | IP at final payment; every account opened by you, never by us |
| How long are bugs fixed free after launch? | 'We offer support', with no period | Six months; changes quoted |
A question I haven't covered? Put it to me on WhatsApp before you pay anyone.
