Custom software development cost in Dubai: the 2026 short answer

Custom software development cost in Dubai runs AED 20,000 to 120,000 for an SME build and takes 6 to 16 weeks. That is the Custom Software (CRM/ERP) row on our published UAE price list, and it holds for most of what a trading company, clinic group, brokerage or logistics operator asks us to build.

Here is how the band splits by project type. Everything beyond the published list rows is my estimate from recent quotes, not a price list. CRM has its own row on the list, AED 15,000 to 90,000, which is why it dips below the AED 20,000 floor.

The CRM row starts low because we begin from a base we have built many times. The ERP row is dearer because every module touches your accounting system, and integration is where the hours go. A UI/UX pass before code is a separate AED 2,500 to 20,000 line on the same list.

Why other Dubai guides start at AED 146,000

Appinventiv's September 2026 Dubai guide, like several others, puts the starting point at AED 146,000 (USD 40,000) and runs past AED 1.8 million for enterprise builds. Those figures are not wrong. They describe a different buyer: a bank, a government entity or a group with 500 users and a procurement department that needs a vendor with a trade licence and a Dubai office.

Most people who type "custom software development cost Dubai" into Google are not that buyer. They run a 15 to 80 person business, have outgrown Excel and WhatsApp groups, and want one system their staff will actually use. For them the enterprise guides make an AED 45,000 CRM look suspiciously cheap. We publish our SME list because nobody else does, and because a client can hold our quote against it.

Clutch figures are as listed at the time of writing, converted at the AED 3.67 peg. For a two-week script or a report page, a good freelancer is the right answer. For anything with user roles, integrations and a 12-month life, you need a team that will still be there when the next change request arrives. The longer argument is in why Dubai businesses outsource software development to India.

The six things that move the price

Two quotes for "a CRM" can differ by AED 60,000 and both be honest. The gap is almost always one of these six.

1. Integrations with Tally, Zoho, Odoo or your bank

Pushing invoices to Tally or Zoho Books, pulling stock from Odoo, reading a bank feed or syncing with a courier's API each adds one to three weeks. Two integrations is normal. Five is an ERP project, whatever you call it.

2. Arabic RTL and a bilingual interface

A bilingual Arabic-English interface is not a translation job. Layouts mirror, date and number formats change, and every PDF the system generates needs a right-to-left template. We budget 10 to 15 percent extra for a properly bilingual system, and you must supply or approve the Arabic copy. Machine translation on a customer-facing invoice will cost you a client.

3. PDPL data handling and where the servers sit

The UAE Personal Data Protection Law, Federal Decree-Law No. 45 of 2021, restricts transfers of personal data outside the country unless the destination is deemed adequate or contractual safeguards are in place, and names a UAE Data Office as regulator. The executive regulations that will list the adequate countries had still not been published when I wrote this, per DLA Piper's UAE data protection tracker. That is why we default to UAE-region hosting rather than argue adequacy.

In practice: production data on AWS Middle East (UAE) or Azure UAE North, a signed data processing agreement, and no real customer records in development environments. It costs a little more than Mumbai or Frankfurt, and far less than a compliance conversation with a DHA-licensed clinic or a DIFC client.

4. 5% VAT and e-invoicing readiness

Any system that issues invoices in the UAE must handle the Federal Tax Authority's 5% VAT correctly: tax registration numbers on both parties, tax-inclusive and exclusive lines, credit notes and the reports your accountant files. Then there is e-invoicing. The Ministry of Finance opened a voluntary pilot on 1 July 2026, with mandatory adoption from 1 January 2027 for businesses above AED 50 million in revenue and 1 July 2027 for everyone else. Check the dates with your tax adviser, but the design implication is clear: store invoices as structured data, not generated PDFs. Retrofitting that costs more than building it in. 5. User roles and approval workflows

Three roles (admin, staff, viewer) is quick. A purchase request that goes to a department head, then finance, then the MD above AED 25,000, with reminders and an audit trail, is a workflow engine. Each approval chain is roughly a week of build and test. Count yours before asking for quotes.

6. A mobile companion app

A web application works on every phone through the browser. A native or Flutter app is a second product with its own store listing and release cycle. Ship the web version first and add the app once you know which screens field staff actually open.

How long it really takes: the 6-16 week timeline

Fortnight by fortnight, this is a typical 12-week CRM or ERP module build with us.

Weeks 1-2: discovery and design. We interview the three or four people who will use the system most, map the current process (usually Excel and WhatsApp forwards), and produce wireframes plus a written scope with a fixed price. You sign off on the scope, not a proposal.

Weeks 3-4: foundation. Data model, authentication, roles, admin panel. You see a working login and one complete workflow at the end of week four.

Weeks 5-8: core modules. The main workflows are built and demoed every week on a call. Change requests appear here. We swap them for something of equal size or price them as phase two. Unpriced "small additions" are how 12-week projects become 24-week projects.

Weeks 9-10: integrations and reports. Tally or Zoho sync, payment gateway, WhatsApp notifications, management reports. Integrations always surface surprises in the other system's data, which is why they come late.

Weeks 11-12: UAT, data migration and go-live. Your staff test real scenarios, we migrate the spreadsheets, fix what breaks, train the team on a recorded call and hand over the repository. A 16-week project stretches the middle. A 6-week tool compresses everything but discovery.

What reliably breaks this schedule sits on the client side: sample data, Arabic copy, the chart of accounts, decisions on edge cases. Name one owner for those before kickoff.

The build price is not the total. These are the lines clients forget.

What an MVP costs in the UAE, and when to build one instead

A software MVP for a UAE startup costs AED 40,000 to 120,000 with us and takes 10 to 16 weeks. That is my estimate inside the published band, and the details are on our startup MVP page.

For that money you get one core workflow built properly, sign-up and roles, payments through Telr, PayTabs or Network International (Tabby or Tamara for instalments), an admin panel and enough analytics to know whether anyone is using it. You do not get native apps or every feature on your pitch deck.

If the budget is AED 40,000 and the scope will not fit, cut in this order: native apps first, then multi-currency, then any role beyond "customer" and "admin". Build an MVP when you have not yet proven that customers will pay. Build the full system when paying customers are already held together by spreadsheets and the constraint is operations, not demand.

When you should NOT hire an offshore team like us

I would rather lose a project than take one we will do badly. Do not hire a remote team from India, including us, if any of these apply.

Regulated core banking or securities systems. If the Central Bank of the UAE or the DFSA will audit the vendor, you need a local entity with the certifications they recognise. We can build the customer-facing layer, not the core.

On-site hardware integration. Weighbridges, RFID gates, production-line PLCs and fingerprint devices need an engineer in the building. Pair a local systems integrator with us, or hire locally.

A hard deadline under two weeks. Nobody can scope, build and test custom software in two weeks. A vendor who says yes is reselling a template, so pay a template price.

Tenders that require a UAE-registered vendor. Many mainland and free-zone tenders want a local trade licence and sometimes an office. We can subcontract to your licensed partner, not be the bidder.

You need someone in the room every week. Some owners work better face to face. That is a fair preference, and a Dubai agency is the right choice for it.

How we deliver to Dubai remotely

A scoping checklist that gets you comparable quotes in 24 hours

Vague briefs are how you end up comparing AED 30,000 with AED 150,000 for "the same thing". Send every vendor this one-page brief.

  1. Who uses it: users today and in two years, and whether any are customers or partners rather than staff.
  2. Roles: admin, sales, accounts, warehouse, MD, and who approves what.
  3. Must-have modules: the five things it must do on day one. Not twenty.
  4. Nice-to-have modules: phase two items, so vendors know what is out of scope.
  5. Integrations: every system it must talk to (Tally, Zoho, Odoo, a bank, a courier, WhatsApp, a payment gateway).
  6. Language: English only, or bilingual Arabic-English including PDFs.
  7. Data: where it lives today and roughly how many records.
  8. Compliance: VAT invoicing, e-invoicing readiness, DHA or DoH data rules, PDPL hosting.
  9. Deadline: the real one, and why. A trade show is a real deadline; "ASAP" is not.
  10. Budget band: AED 20-40k, 40-70k, 70-120k or above. Vendors who know the band propose a scope that fits it.

Frequently asked questions

A tool that replaces a few spreadsheets sits at the bottom. A multi-role ERP module with approval workflows, an Arabic interface and a link to your accounting system sits near the top. Anything above AED 120,000 is usually an enterprise build with a compliance layer, on-site integration or a very large user base, and most Dubai agency guides only quote that segment. On Clutch's Dubai listings, most software development companies show an average rate of USD 25 to 49 an hour, a second group shows USD 50 to 99, and a handful list under USD 25. At the dirham's fixed peg of about AED 3.67 to the dollar that is roughly AED 90 to 180 for the largest group and AED 185 to 365 for the premium group. Freelancers can be cheaper, but you carry the project management yourself. We do not sell hours to Dubai clients. We quote a fixed price per scope, and when clients back-calculate it usually lands around AED 100 to 160 an hour equivalent. That is my estimate from recent quotes, not a published rate.

Six to sixteen weeks for the SME projects on our UAE price list: 6 to 8 for a single-purpose internal tool, 8 to 12 for a sales CRM with integrations, 12 to 16 for an ERP module or SaaS MVP with several roles and approval chains. Before week one starts, have four things ready on your side. A named owner who can make decisions without a committee. Sample data exported from your current spreadsheets or system, even if it is messy. Your chart of accounts if invoices or payments are involved. And a decision on language, because bilingual Arabic-English changes the design from day one. Clients who arrive with those four finish on schedule. Clients who source them during the build add three to six weeks, and none of that time is ours.

Yes, typically by half or more against a Dubai agency with an office and a local payroll, and the time zone makes it practical: India Standard Time is only 1.5 hours ahead of Gulf Standard Time, so a 10 AM Dubai standup is 11:30 AM for us. What you give up is a face-to-face meeting and a local legal entity. What you should insist on in return is a written scope, weekly demos, your own Git repository from day one and an IP clause that transfers the code to you on payment. A single custom ERP module for a Dubai SME, such as inventory, purchasing, HR or finance, costs AED 35,000 to 120,000 with us and takes 10 to 16 weeks. That is my estimate inside the published AED 20,000 to 120,000 custom software band. The number is driven less by screens than by accounting: every ERP module has to agree with Tally, Zoho Books or Odoo on VAT, currencies and document numbering, and that integration is where the hours go. Before you commission a custom module, price an off-the-shelf tool honestly. If Zoho or Odoo covers 80 percent of your process, buy it and spend the difference on training. Build custom when the process itself is your advantage, when the packaged tool forces a workflow staff will quietly bypass, or when it must talk to a system nobody else integrates with.

You should, and with us you do. Our contracts assign the intellectual property in the code, designs and documentation to the client on final payment, and we set up the Git repository in your GitHub or GitLab organisation from the first sprint so the code never lives only on our machines. Ask any vendor three questions before signing: does the IP clause transfer everything or only a licence, will the repository be under my account, and are any modules shared with other clients. Some agencies quote low because they keep a proprietary framework you can never leave. That is fine for a rented product, but it is not custom software, and you should pay a rented-product price for it.

Budget four lines. Hosting on a UAE region such as AWS Middle East (UAE) or Azure UAE North, which for a typical SME application we see land at roughly AED 300 to 1,200 a month depending on traffic and backups. A maintenance retainer for bug fixes, security patches and small changes: budget roughly 10 to 15 percent of the build cost per year, and we quote the exact retainer alongside the build price.
