The tiers above tell you what we charge to build the site. They do not tell you what a Dubai website costs to run, or why two agencies a metro stop apart quote the same brief AED 8,000 and AED 60,000. Here is the part the tier table leaves out.

Why Dubai quotes spread so widely

Dubai issued about 249,000 business licences between January and August 2017, 46.8 percent of the UAE total, so agencies crowd every price point. The spread comes from rent. A studio in Dubai Internet City, the TECOM free zone opened in October 2000 that housed over 1,600 companies by 2019, pays free zone rent and licence renewals and bills them to you. The same is true of Business Bay, planned for over 230 towers, and of the DMCC free zone in Jumeirah Lake Towers, which passed 21,000 member companies in 2022.

Who in Dubai buys a website, and what I quote them

Deira still holds about 30 percent of Dubai's trading locations and 10 percent of its GDP. Those traders need their stock and WhatsApp number found in a search, not a cart, so the cheapest row fits them. Tourism buyers are the opposite case: Dubai was the seventh most visited city in the world in 2024 and Dubai International handled over 92 million passengers, so spend on gateway integration and currency display, not a third design round.

Take a store doing AED 30,000 a month across 150 orders. Stripe costs AED 870 plus AED 150 in per-order fees, about AED 1,020. Telr's Small plan, for AED 25,000 to 49,999 a month, costs AED 99 plus AED 705 plus AED 75 per-order, about AED 879, or AED 923 with Telr's 5 percent VAT. Pick the gateway for your volume before I wire it in; switching later is a paid change.

Tax and data rules that touch the build

Three laws matter to a Dubai website and none is about design. Corporate tax under Federal Decree-Law No. 47 of 2022 applies from financial years starting 1 June 2023 at 0 percent up to AED 375,000 of taxable income and 9 percent above. VAT registration is mandatory at AED 375,000 of taxable supplies and imports and voluntary at AED 187,500, and the FTA counts imported services such as ours toward that figure, with the return accounting for them under the reverse charge. The Personal Data Protection Law, Federal Decree-Law No. 45 of 2021, has been in force since 2 January 2022 under the UAE Data Office; if your site takes enquiries or bookings, I build consent text and a deletion route into the forms. Firms inside DIFC follow DIFC Law No. 5 of 2020 instead, so tell me if that applies.

Remote from Lucknow, or a Dubai agency?

Dubai is an hour and a half behind us. We keep Sunday to Thursday hours in Gulf Standard Time and run the project on WhatsApp with a weekly screen-share demo, which is how a Media City agency would serve a client in Al Quoz anyway.

A local vendor is better in four cases: you need Arabic copywriting and legal review by a native speaker, not translation; a government or free zone tender requires a UAE-licensed supplier; you want a photographer in your showroom or hotel; or your DIFC compliance team must audit the vendor in person. For a trader's catalogue, a consultancy site or an online store, the Dubai address on the invoice buys rent, and the 40 to 60 percent gap in the tiers above is that rent.

You are in India. How does UAE VAT work on your invoice to my Dubai company?

Below the threshold there is nothing to reclaim and nothing extra to pay beyond your bank's transfer charge.
I sell to Dubai residents. Do I need an Arabic version of the site?
It depends on who buys from you, not on a rule. Arabic is the national and official language, but Dubai is about 3.9 million people and 92 percent expatriate, and in the 2013 census Indians were 51 percent of that expatriate population. A Deira electronics trader, a Karama restaurant or a Business Bay consultancy selling to other companies usually gets more from fast English pages and WhatsApp than from an Arabic mirror. A clinic, a school, a government-facing supplier or anyone marketing to Emirati families should budget the AED 3,000 to 8,000 bilingual add-on from the start, because retrofitting right-to-left layouts on a finished site costs more than building both directions together.
What will the site cost me every year after you hand it over?
Plan for three fixed lines and one variable one. A .ae domain is $32.68 a year at Dynadot, close to AED 120 at the dirham's 3.6725 dollar peg, and any business worldwide can register one. Hosting is a few hundred dirhams a year on a shared plan, more for a busy store. Our maintenance plans cover updates, backups and small changes; ask for the current AED rate. The variable line is payments: Stripe UAE takes 2.9 percent plus AED 1 per domestic card, with 1 percent extra for international cards and 1 percent for conversion, while Telr charges AED 0 to 249 a month by volume plus 2.25 to 2.45 percent per transaction, all before 5 percent VAT.
