The Leeds food market in numbers, not adjectives

The Food Standards Agency's open register lists 7,439 food establishments under Leeds City Council as of 5 October 2026. Of those, 1,910 are classed as restaurants, cafes or canteens, 809 as takeaways or sandwich shops and 373 as mobile caterers. Among the takeaways, 413 hold a 5 rating, 194 a 4, 89 a 3, 15 a 2 and 6 a 1. On the restaurant side 1,254 of 1,910 hold a 5. So most shops that would commission an app already have the hygiene record to put on the home screen, and the register also shows how crowded each neighbourhood is: 29 takeaways carry Harehills in their address, and 48 sit in the LS8 postcode, 51 in LS9, 42 in LS6 around Hyde Park and Headingley, 37 in LS7 through Chapeltown and Chapel Allerton.

Demand is dense too. The 2021 Census put the Leeds district at 811,953 people, with 9.7 percent identifying as Asian (3.9 percent Pakistani, 2.6 percent Indian, 0.7 percent Bangladeshi). The University of Leeds had 34,580 students and Leeds Beckett 22,290 in 2024/25. That is the repeat-order base a branded app depends on, and it is why LS6 carries 42 takeaways on the register.

Two honest caveats. The Just Eat figure is from 2017 and the company does not publish a current UK rate on its partner site, so ask your account manager for your actual statement. And a direct order only saves the commission if you have your own driver or the customer collects; neither I nor the app supplies riders.

Local rules the software has to respect

Registration and inspection. Leeds City Council requires you to register a food business at least 28 days before trading, free of charge, and adds you to the register within 30 days; an inspection follows and you can trade while you wait for it. A re-rating visit after improvements costs £266. The app does not change any of this, but a new second kitchen or a dark kitchen unit is a new premises and needs its own registration.

Late hours. Hot food sold between 11pm and 5am is late night refreshment and needs a premises licence. GOV.UK fee bands run from £100 application and £70 a year for Band A premises (rateable value up to £4,300) to £315 and £295 for Band C (£33,001 to £87,000). The January 2025 Statement of Licensing Policy names Hyde Park and the city centre (23:00 to 03:00), Headingley (13:00 to 18:00 and 23:00 to 03:00), Harehills and Burmantofts, and Beeston as cumulative impact areas where the council expects to refuse new or varied late night refreshment licences; for the last two no peak hours are given, so the presumption applies at all times. I build the ordering window to match your licence hours exactly.

VAT. Under VAT Notice 709/1, hot takeaway food is 20 percent and cold takeaway is zero rated, with crisps, sweets and carbonated drinks always standard rated. Item-level VAT codes are in every build.

Allergens. FSA guidance for distance selling requires allergen information before purchase and at delivery. The app shows the 14 allergens per dish and prints them on the receipt.

What this costs with us and when a Leeds vendor is better

And if you are a brand new shop with no regulars yet, the register shows 809 takeaways competing for the same postcodes, and an aggregator listing at 13 percent self-delivery is a cheaper way to be found than a £3,500 app nobody has installed. My Harehills takeaway is open until 2am. Does an ordering app change anything with Leeds licensing?
The app does not need a licence, but selling hot food between 11pm and 5am does, under the Licensing Act 2003 late night refreshment rules. The council's Statement of Licensing Policy, revised in January 2025, makes Harehills and Burmantofts a cumulative impact area where it expects to refuse new or varied late night refreshment licences, with no peak hours listed, so the presumption runs at all times. Hyde Park and the city centre carry the same presumption from 23:00 to 03:00, Headingley adds 13:00 to 18:00, and Beeston is covered at all times. I build the app around your existing licence: ordering closes at the licensed cut-off and pre-orders stay open. Changing the hours is a council conversation, not mine.
How does the app handle VAT when my menu mixes hot curries, cold samosas and cans of drink?
Each menu item carries its own VAT code, and the receipt itemises it. HMRC's VAT Notice 709/1 says hot takeaway food is standard rated at 20 percent when it passes any of five tests, such as being heated to order or kept hot after heating, while cold takeaway food is zero rated with exceptions such as crisps and sweets, and VAT Notice 701/14 lists carbonated drinks like cola as standard rated too. A naan from the tandoor is 20 percent; a cold rice pudding from the fridge is zero rated; a can of cola is 20 percent. I set the codes with you at launch, your accountant checks them, and the Xero or QuickBooks export carries the split.
Where does allergen information live in the app, and is that enough to satisfy an inspector?
The FSA's allergen guidance is specific about distance selling: allergen information must be available before the purchase is completed and again when the food is delivered, in writing or orally. In the app every dish has the relevant allergens from the list of 14 (celery, gluten cereals, crustaceans, eggs, fish, lupin, milk, molluscs, mustard, peanuts, sesame, soybeans, sulphur dioxide and sulphites, tree nuts) shown on the item screen and summarised at checkout, and the kitchen ticket and receipt print the same list so the bag carries it at delivery. That meets the two moments the guidance names. I cannot decide the allergens for you; your chef confirms each dish once and the app stores the answer.
