Harrow is not a small market for food. The Food Standards Agency's hygiene-rating database, which I pulled on 5 October 2026, lists 1,921 registered food establishments in the borough. Of those, 509 are restaurants, cafes or canteens and 202 are takeaways or sandwich shops, so 711 food-service businesses in a borough of about 261,200 people. The 2021 census put Harrow's growth at 9.3 percent since 2011, ahead of London as a whole, with 45.2 percent of residents Asian or Asian British, 28.6 percent Indian, 25.8 percent Hindu and 15.9 percent Muslim. One in ten residents was born in India and 8.1 percent in Romania, which is why Harrow menus run from Gujarati thali to Romanian grills.
The clusters follow the postcodes. HA1 (Harrow town centre and Harrow-on-the-Hill) has 191 of those 711 food-service premises, HA2 (South and North Harrow, Rayners Lane) 176, HA3 (Wealdstone, Kenton, Belmont) 134 and HA5 (Pinner, Hatch End) 91. What each channel costs on one order
Uber Eats is the only one of the three big platforms that publishes UK rates on its merchant site. Just Eat and Deliveroo quote per restaurant, so the table only carries numbers I can point to.

Uber fees exclude VAT. Stripe's premium UK cards cost 2.8 percent plus 20p, so the real average sits a little above 1.5 percent. A shop doing 100 direct orders a week at £25 keeps roughly £690 more each week than through Uber delivery, which is how a £3,500 build pays back inside a quarter. The caveat: those orders have to be your regulars. The app does nothing for a customer who has never heard of you.
Rules the app has to encode
Registration. Harrow Council requires a new food business to register 28 days before opening, online only at register.food.gov.uk/new/harrow; paper forms are not accepted. GOV.UK is explicit that this applies even if you sell only online or by distance selling, so a dark kitchen in Wealdstone taking app orders is a registrable food business like any other.
VAT. Hot takeaway food is standard rated at 20 percent under VAT Notice 709/1 when it meets any of the five tests in section 4.2: heated for eating hot, heated to order, kept hot, supplied in heat-retaining packaging, or advertised as hot. Cold takeaway food is zero rated unless it is an always-standard-rated item. Notice 700/24 section 2.2 says your own delivery charge follows the liability of the goods.
Allergens. FSA guidance section 3.2 requires allergen information at two stages for delivered and collected food, before purchase and at handover. Every dish carries its flags from the 14 listed allergens and the kitchen ticket and bag label repeat them.
Store accounts. Apple charges US$99 a year and asks organisations for a D-U-N-S number. Google charges a one-time US$25, and personal accounts created after 13 November 2023 must pass a testing period before publishing, so I set the account up under your limited company from day one.
Where we fit, and where a Harrow vendor is better

- On Uber Eats' published UK rates, an order delivered by Uber costs 30 percent, so £7.50 comes off a £25 order before VAT on the fee, and 33 percent if the customer is an Uber One member. If you deliver yourself the marketplace fee is 13 percent, or £3.25. On your own app the only per-order cost is the card fee, which on Stripe's standard UK rate is 1.5 percent plus 20p, or about 58p on £25. Just Eat and Deliveroo do not publish a flat UK rate on their partner sites, so I cannot quote them. The app does not replace the aggregators for new customers; it moves your repeat orders off their commission.
- My shop is on Station Road and I ship hot food and cold sweets. Can the app charge the right VAT?
- Yes, and this is a per-item setting, not a shop-wide one. Under HMRC's VAT Notice 709/1 hot takeaway food that meets any of the five tests in section 4.2, such as being heated to order or kept hot, is standard rated at 20 percent, while cold takeaway food like boxed mithai or a cold sandwich is zero rated unless it is an always-standard-rated item such as crisps or a fizzy drink. Under Notice 700/24 section 2.2 a delivery charge you make for your own deliveries follows the liability of the goods. I tag each menu item with its VAT treatment, and the receipt and end-of-day export split the totals so your accountant is not reverse-engineering a lump sum.
- Do I have to show allergens on the app, or is a note on the menu enough?
- For delivery and collection orders the FSA's allergen guidance, section 3.2, says allergen information must be given at two stages: before the customer completes the purchase, and again when the food is handed over. That means every dish in the app carries its allergen flags from the list of 14 (celery, cereals containing gluten, crustaceans, eggs, fish, lupin, milk, molluscs, mustard, peanuts, sesame, soybeans, sulphites, tree nuts), the customer can filter by them, and the kitchen ticket and the delivery label print the same flags. I load these from your existing allergen matrix during setup rather than asking you to retype 80 dishes.
